There are lots of approaches to address this problem. One of these approaches is interfacing using human hand gestures. The capturing and modeling of the gestures and articulations of the human hand is a challenging problem. There exist hardware and software solutions proposed to solve this problem. In this thesis, an inexpensive fast and effective method to stereo capture and create 3D hand model is proposed. The setup used for this thesis is; five different color markers and commodity hardware consists of two web cameras and a low cost laptop computer. In this thesis, starting with the stereo calibration of the cameras, capturing and tracking the color markers attached to the finger tips, leading 2D points of the finger tips, converting the 2D points to 3D points and calculating the finger articulations according to these 3D points and modeling the 3D hand have been accomplished, so the user can see his/her own hand’s articulation on the screen as a 3D hand model.Item Citation Count: TAŞEL, F.S. One solution to determine the location of an object in three-dimensional environment is to use more than one photograph as exposed by the nature. Extracting the depth information using stereo images is purposed in this thesis. The thesis analyzes the steps and encountered problems in three-dimensional reconstruction process, explains the solutions exposed with the aid of epipolar geometry using some of the feature-based matching techniques. Stereo images which are taken from two calibrated cameras viewing the same scene are used to obtain estimated three-dimensional data. Pinhole camera model, epipolar geometry and its recovery are discussed; common stereo triangulation methods are explained in the chapters of the thesis. Besides, feature extraction and matching topics which are used for the reconstruction process are examined. Some of the methods used in the thesis are presented by algorithmic solutions and mathematical notations. Significant advantages and disadvantages of the methods are briefly discussed and encountered problems are tried to be challenged by fundamental approaches.Item Citation Count: GÜVENÇ, S.P. The method bears ideas from projective geometry as it’s basis. The main purpose of the thesis is to be able to form a base line for tracking an object in a 3D environment not only by using two stereo cameras but also by using other cameras that may be located in various points of the environment. The method visualizes the object and gives the information to a third camera. The thesis also analyzes the traditional live video streaming concepts and challenges such as performance problems. On the other hand, this study aims to implement client-server architecture in order to gain performance and provides a faster retrieval and storing time, better download time with minimum metadata by using relational database. This architecture also provides multiple accesses on different domains like embedded devices, Internet based smart TVs etc. The study also covers a Windows desktop application which consists of two live video streaming approaches. Implementation tries to compare traditional video streaming using TCP sockets and client-server model using relational database. MySQL and Apache web server were used to support the thesis proposal. Implementation was tested with various amounts of clients and parameters such as frame rate, buffer size and picture quality. Test results and conditions were also included in the thesis text. E-government is a way to improve the government's performance to become more efficient and effective. In addition, e-government leads to increased transparency and efficiency in the administration of the state. Therefore, the adoption of e-government is a process of change that will help to expand the areas of citizens and businessmen to participate in the new economy based on knowledge, technology and modern applications. In addition, e-government provides the possibility of the involvement of citizens and civil society in the policy debate through direct dialogue, and support decision-making in a way to facilitate better understanding of the citizens and their needs.This thesis describes what an e-government project is and describes how it should be applied in Iraq as well as the experiences of many countries. Even though they may not fail entirely, they might be completed with schedule delays, budget overrun or with poor quality that do not meet the requirements of customers because of poor management and lack of necessary documentation of the project. Applying RUP avoids these major problems in a project by developing set of work products which depict the essentials of the system from requirements to detailed design before the system could be implemented. However, software development teams have an overall attitude that RUP becomes less agile and too rigid as the size of projects get smaller. Due to the depletion of the IPv4 addresses, IPv6 transition is inevitable. Therefore all parties especially network providers, ISPs (Internet Service Providers), hardware manufacturers, software developers and goverments need to prepare itself to this transition. In this thesis obligations of all parties before and after the transition and difficulties of the transition are described in details. At the end of research activities, it is understood that IPv6 transition will be slow about five years. For this reason, 120 compositions from Muhayyer kürdi, Acem kürdi and Kürdi makams from Traditional Turkish Art Music were analyzed by computer program in terms of makam and gained data were compared with the makam structure of Traditional Turkish Art Music. Also, makam of the composition is being tried to determine with the help of computer software. Musical note‟s frequency of usage, usage duration and effectiveness level were calculated and progression analysis of the scales in the compositions were done. It was seen that data gained by research show parallelism to a large extent with the makam structure of the Traditional Turkish Art music. The process consists of five steps: Problem Definition, Collecting the Data, Data Pre-Processing, Application of the Main DM&KD Algorithms, and Interpretation of the Results of the DM&KD Process. The problem is to identify the DM & KD algorithm among a set of algorithms that extracts the highest number of useful valid rules targeted to find natural gas deposits in sandstone rock type of Osmancik formation in Degirmenkoy natural gas field of Turkey. The data is collected along five wells from the gas field. In the Pre-Processing phase, outliers and erroneous data are removed. Then these data is transformed into Well Log SQL database and necessary connections are made between the database and Weka Data Mining Tool. Non-Nested Generalized Exemplar (NNGE), Predictive Apriori (PA) and PART algorithm are applied using Weka’s toolset. In the gaseous sandstone zones of all Wells, at total best results in terms of valid useful rule amount is attained by NNGE algorithm. PA algorithm presents better performance than PART algorithm in the analyzed zones. For nongaseous zones, same ranking is achieved as in the gaseous sandstone zones. Since segmentation and extracting the effective features of mammograms play a major role to isolate and classify suspicious regions which can be subject to cancer, in this work, we focus on abnormality detection using seed-based region growing(SBRG) and Multi-thresholding OTSU's method to segment the region of interest (ROI). Then the texture features of the segmented ROI are extracted which are used to classify the ROI as normal or abnormal tissue by using an Artificial Neural Network (ANN). The device is composed of two main parts: Frequence Analysing and String Adjusting. Frequence analysing job can be done by any tuner on the market. It is very easy to find a tuner to understand the notes of strings. Thus the most important point is string adjusting part. This part consists of a combination of mechanical components and electronic circuits. It is not necessary to make any circuit to analyse frequency in this project. Cherub wst-550c metro-tuner is chosen for this job because of its price and performance. String adjusting is highly complicated job because of its mechanic part and integration of its components. Construction phase and all used equipments are described in 3rd Chapter. test phase an and test results are presented in 5th Chapter. This thesis aims to test blind linear correlation technique by Stirmark benchmark 4.0 that contains sixteen different tests, such as attacks and distortions which are well-known in image processing. Semantic relatedness similarity between two sentences is concerned with measuring how two sentences share the same meaning. Over the last decade, different methods for measuring sentence similarity have been proposed in the literature. Some methods use word semantic relatedness function in sentence similarity calculations. This thesis aims to compare these methods using four data sets selected from different fields, providing a testable of a various range of writing expressions to challenge the selected methods. Results show that the use of corpus-based word semantic similarity function has significantly outperformed that of WordNet-based word semantic similarity function in sentence similarity methods. Moreover, we propose a new sentence similarity measure method by extending an existing method in the literature called Overall similarity. Furthermore, the results show that the proposed method has significantly improved the performance of the Overall method. Service providers are interested in optimizing their networks performance because of the high cost of network assets and commercials, and competitive nature of Internet service provisioning, This leads them to reduce congestion hotspots and to improve resources utilization across the network, which, in turn, results in an increased revenue collection. One of the ways to achieve such goals is through applying the controller scheme and by early detect it, we use Fuzzy Systems to detect congestion and avoid it, Because it improve that purpose. In this Thesis an algorithms to detect and control congestion problem based on Fuzzy Systems is presented, this algorithms are called Fuzzy Logic Congestion Detection (FLGD) and Fuzzy Logic Controller (FLC). This information about these algorithms are simulated, using MATLAB Simulation program. On the other hand, a solution is introduced to overcome problems of un-structured website designs such as Turkish character set problems, non standard development techniques, unrelated contents such as advertisements and comments. In recent decades, GIS technology has entered many service fields, in particular health and education, two of the most popular services in any community. GIS technology is often employed to both regulate these services and to make better decisions. Furthermore, in order to construct a new and modern city in any country, GIS technology is typically used to achieve homogeneity of service distribution for the benefit for all citizens across society. The present thesis thus examines the challenges currently facing the city of Kirkuk in terms of service distribution, especially regarding education services. The results show that schools in the study area suffer from poor distribution, putting pressure on the service providers and adversely affecting the standard of education. Recommendations based on this research include the need to develop a plan aimed at the development of education services which is in line with both planning and exceptional standards. Work should be undertaken to establish new school sites in order to meet the shortfall currently experienced in the study area, taking into account urban development and future population growth. For most of these devices, the difficulty lies in their graphical user interfaces and the number of controlling devices. In the last few years with the development of wireless technologies, a good solution is yet to be found for the smart home system. In this thesis, an intelligent home system has been designed and implemented using the GSM network. Generally, this system consists of two parts: hardware and software. The hardware consists of many units, mobile phones, computers, smart card readers, temperature,gas, motion and rain sensors, a GSM module, a 9V charger, a Microcontroller, an SDRAM module and a buzzer alarm. The first important hardware unit is the Microcontroller; it is the brain of this system. All hardware units connect to this Microcontroller. The Arduino Mega 2560 is used to build this system. Moreover, a SIM900 GSM/GPRS modem is used to connect with the GSM network. This modem is responsible for sending and receiving instructions and alerts. The SDRAM is used to save all events that occur in the home. Furthermore, the smart card reader using RFID technologies used to open and close the doors to specific persons and also to save any events in a specific text file in the SDRAM. The software is the second part of this system. It is the GUI of the system and is built in the VB6 environment. The software is connected to hardware devices through USB ports. Moreover, it works to control and monitoring this system from the computer. The software consist of three parts: sensors reading values, electronicdevices turning other devices on/off and real-time reading for monitoring instructions from the USB port. This system works in two ways: portably with a 9-volt charger and with the computer. The job of the system is to monitor heat and gas values in the home and determine whether there are any high proportions. The system works in many procedures, such as sending SMS alerts to mobile phones, sounding the buzzer inside the home and saving these events to SDRAM. In the event of problems in the GSM network, such problems are solved by using SDRAM to save all events to a specific text file. Moreover, the system uses power-saving devices including a motion sensor. This sensor turns off lights automatically when there is no one in the room. Finally, the system monitors outside weather: for example, in the event of rain, the system closes the roof of the garage automatically.
