    When the Turkish political life is examined it will be seen from time to time regime crisis has brought to the point of clogging the system. This is the best proof that since the establishment of the Republic of Turkey, four constitution was made and there were many changes about these constitutions. From this perspective, we can prove the existence of crises and fluctuations in the regime. Because frequently changing constitution considered as a part of the system changes. A system of government change has occured with any constitutional change as it has mentioned. “The Assembly Government System” in 1921 Constitution, "Parliamentary system of government with a parliamentary system of government, a mixed model" in 1924 Constitution, "Parliamentary government sites" in 1961 Constitution, and finally "Parliamentary system of government adopted Although presidential system debate" in the 1982 Constitution can be given as an example for this change. Because these changes is not the product of a long research and study, the political system become destabilize. In one respect, changes can not penetrate to the community. This is one of the reasons of the political life and society’s disconnected structure. Therefore, when creating a new system involving a change in society, will provide both political and legal stability. In this study, the changes made in 2007, in the 1982 Constitution, and after this change the discussion of the governmental system will be given.
