Abstract

Ekonomik bütünleşmesini tamamlayan Avrupa Birliği, siyasi bütünleşmesi için adımlar atmaya devam etmiştir. Bunlar içinde en önemlilerinden biri olan savunma konusunda son dönemlerde ciddi gelişme göstermiştir. Avrupa Birliği yayımladığı güvenlik ve savunma stratejileri ile bir noktaya kadar bütünleşmeyi sağlamış ancak daha önceki stratejilerden farklı olarak yayımladığı Stratejik Pusula ile bütünleşmeye askeri bir yön de eklemiştir. Bunun sebebi, uluslararası alana Rusya-Ukrayna Savaşı ile sert gücün geri dönmesi sonucu Avrupa Birliği'nin şimdiye kadar daha çok kullandığı yumuşak gücün yetersiz kalmasıdır. Savaş ile jeopolitiğin değişmesi, bölgedeki önemli aktörlerin bölgeye olan bakışlarını değiştirmiştir. Bu bölgenin tehdit oluşturması ve coğrafi olarak Avrupa'nın yanında yer alması, Avrupa'nın doğrudan tehdit hissetmesine yol açmıştır. Aynı zamanda NATO'nun da 2022 yılında yayınladığı yeni güvenlik ve savunma stratejisi 2022 Stratejik Konsept ile Avrupa'nın güvenliğinin hem NATO hem Avrupa Birliği tarafından sağlanmasına karar verilmiştir. Çalışmanın amacı Avrupa Birliği'nin önceki güvenlik ve savunma stratejileri ile son stratejisi Stratejik Pusula karşılaştırıldığı zaman ciddi bir değişime gittiği; askeri tehditle karşı karşıya kaldığı için askeri önlemler almaya başladığı ve sert güce geçiş yaptığını göstermektir. Bunun sonucunda; uluslararası alanda gerçek bir aktör olmaya başladığı söylenebilir. NATO ile yayımladıkları ortak bildirilerde belirlenen Avrupa'nın güvenliğini sağlamadaki görevleri yerine getirerek savunma bütünleşmesini geliştirip böylece siyasi bütünleşmeyi de sağlama konusunda adımlar atmıştır. Avrupa Birliği'nin savunma bütünleşmesini ve dolayısıyla siyasi bütünleşmesini büyük ölçüde tamamladığı, uluslararası alandaki değişimlere uyum sağlayabildiği ve varlığını sürdürdüğü görülmüştür.Having completed its economic integration, the European Union continued to take steps for its political integration. It has shown significant progress in defense, which is one of the most important of these, in recent years. The European Union has achieved integration to a certain extent with the security and defense strategies it has published, but unlike previous strategies, it has also added a military aspect to the integration with the Strategic Compass it published. The reason for this is that, as a result of the return of hard power to the international arena with the Russia-Ukraine War, the soft power that the European Union has used mostly until now is insufficient. The change in geopolitics with the war changed the perspective of important actors in the region. The fact that this region poses a threat and is geographically next to Europe has caused Europe to feel a direct threat. At the same time, with the new security and defense strategy, 2022 Strategic Concept published by NATO in 2022, it was decided that the security of Europe would be ensured by both NATO and the European Union. This result is one of the steps taken by the European Union to complete its political integration, because European defense integration is a part of European political integration. While the Russian threat continues, China's rise as a rising power in the international arena has become a threat to the European Union and NATO. For the first time, Russia and China were mentioned extensively in the security and defense strategies of NATO and the European Union and it was understood that they posed a serious threat. The European Union's updating of its strategies against geopolitical changes has shown that the European Union strives to become a more effective actor while continuing to maintain its presence in the international arena. The aim of the study is to show that the European Union has undergone a serious change when its previous security and defense strategies are compared with its latest strategy, Strategic Compass; and has started to take military measures because it is faced with a military threat; and has transitioned to hard power. As a result; it can be said that the European Union has started to become a real actor in the international arena. By fulfilling the tasks of ensuring the security of Europe determined in the joint declarations they published with NATO, The European Union has taken steps to improve defense integration and thus ensure political integration. It has been observed that the European Union has largely completed its defense integration and therefore its political integration and is able to adapt to changes in the international arena and continue its existence.
