Abstract
Öğretmenlerin aldıkları disiplin cezalarının bazıları özlük haklarını olumsuz olarak etkilemektedir. Öğretmenler
aldıkları cezalar yüzünden görevde yükselememekte hatta memuriyetleri sona ermektedir. Öğretmenlerin bu yüzden
moralleri bozuluyor ve motivasyonları düşebiliyor. Ayrıca aldıkları cezalar nedeniyle öğrenci ve velinin gözünde
itibar kaybına uğrayabiliyorlar. Bu araştırmada 2002 yılında yapılan doktora tezinin tekrarı 2020 de yapılmış ve
öğretmenlerin hangi kural dışı davranışları gösterdikleri ve neden kural dışı davranışta bulunduklarını
karşılaştırılmıştır. Araştırmaya Ankara ili sınırları içindeki ilçeler dahil edilmiş ve evren çok büyük olduğu için
Yenimahalle ilçesindeki öğretmenler araştırmaya katılmıştır. 2002’de 35, 2020’ de ise 38 öğretmen araştırmaya
katılmıştır. 2020’de Corona yüzünde veriler online olarak toplanmıştır. Araştırmanın alt problemlerini
yanıtlayabilmek için toplanan veriler “içerik analizi” tekniği ile çözümlenmiştir. Araştırma sonucunda her iki
dönemde de öğretmenlerin en çok sendikal faaliyetler nedeniyle ceza aldıkları, okullarda fiziksel şiddetin hep var
olduğu görülmüştür. Öğretmenlerin kural dışı davranış gösterme nedenlerinin çok değişmediği görülmüştür. Yönetici
tutumlarının, ekonomik koşulları, ailevi nedenlerin öğretmen davranışları üzerinde etkili olduğu tespit edilmiştir.
İletişim sorunlarının kural dışı davranışlara neden olduğu görülmüştür. Öğretmenlere öfke kontrolü ve iletişim
konusunda seminerler verilmesi önerilmektedir. Ayrıca öğretmenlerin kural dışı davranışlarının önlenmesinde sadece
ceza sistemi ile değil ödül sistemi de kullanılmalıdır.
Some of the disciplinary punishments received by the teachers negatively affect their personal rights. Teachers cannot advance in the career due to the punishments they receive, and even their civil service lives come to an end. Teachers are therefore demoralized and their motivation may decrease. In addition, they lose their reputation in the eyes of the students and parents due to the punishments they receive. In the research, the repetition of the doctoral thesis studied in 2002 was studied in 2020, and the irregular behaviors of teachers and why they behave irregularly were compared. The districts within the borders of Ankara were included in the study and only the teachers in Yenimahalle were included as the study group because the population was very large. 35 teachers in 2002 and 38 teachers in 2020 participated in the research. In 2020, data was collected online because of Coronavirus. To answer the sub-problems of the research, the collected data were analyzed via the "content analysis" technique. At the end of the result of the research, in both periods, it has been seen that teachers got punishment mostly due to union activities and that physical violence always existed in schools. It has been observed that the reasons for teachers' irregular behaviors did not change much. It has been determined that managerial attitudes, economic conditions, family reasons have an effect on teachers' behaviors. It has been observed that communication problems also cause irregular behaviors. To prevent irregular behaviors, it is recommended to give seminars to teachers on anger control and communication and to use not only the punishment system but also the reward system.
