Ankara Ulus Merkezi İş Alanı (MIA) için ekolojik temelli dönüşüm (EKOMİA) ve çevreye duyarlı yaklaşım modeli

Abstract

Ulus Tarihi Kent Merkezinde son yıllarda fiziksel ve işlevsel bozulmalar yaşanmakta, yapılan koruma, yenileme ve dönüşüm çalışmaları da ancak kısıtlı bir çevrede etkili olmaktadır. Kent Merkezi geçmişten günümüze çeşitli imar planları, koruma kararları ve yönetim müdahaleleriyle karşı karşıya kalmış, ancak Tarihi Kent Merkezi için oluşturulan planlar parçacı kararlar olması sebebiyle bütün kentte etkili olamamış, yıkıp yeniden yapmanın ötesine geçememiş, Ulus Tarihi Kent Merkezi güncel bir plandan yoksun kalmıştır. Günümüzde kent merkezinde fiziksel ve bölgesel açıdan bazı sorunlar yaşanmaktadır. Kent merkezindeki yeşil alanlar yetersiz kalmakta, merkez genelinde kirlilik, kentteki yapılarda altyapı, atık yönetimi problemi yaşanmakta, insan ve araç yoğunluğunun fazla olduğu bölgede ulaşım, yaya erişilebilirliği, trafik ve park problemi gözlenmektedir. Bu nedenle Ulus Tarihi Kent Merkezi ulaşım, altyapı, atık yönetimi, kirlilik, yapısal durum açısından incelenmiş, ekolojik bir kent merkezi planlaması için hangi stratejilerin oluşturulması gerektiği tasarlanmıştır. Tez çalışması kapsamında yapılan analizler sonucunda, bölgede fiziksel ve bölgesel durum tespit edilmiş, kullanıcı görüşleri, anket sonuçları, alan analizi ve literatür araştırması sonunda bölgeye ait çeşitli bulgular ortaya konmuştur. Bu tezin amacı Ulus Tarihi Kent merkezindeki sorunları belirleyerek, doğanın, tarihi ve kültürel çevrenin, yaşam alanlarının korunmasını sağlamak, kent bütününde yaşam standartlarının yükseltilmesine, kent merkezinin ekolojik ve sürdürülebilir bir anlayışla bütüncül bir şekilde planlanmasına katkıda bulunmaktır. In the Ulus Historical City Center, physical and functional deterioration has been experienced in recent years, and the conservation, renovation and transformation works are effective only in a limited environment. The City Center has faced various development plans, conservation decisions and management interventions from the past to the present, but the plans created for the Historic City Center could not be effective in the whole city due to fragmentary decisions, could not go beyond demolishing and rebuilding, and Ulus Historical City Center was deprived of a current plan. Today, there are some physical and regional problems in the city center. The green areas in the city center are insufficient, there is pollution throughout the center, infrastructure and waste management problems in the buildings in the city, transportation, pedestrian accessibility, traffic and parking problems are observed in the region where the density of people and vehicles is high. For this reason, Ulus Historical City Center has been examined in terms of transportation, infrastructure, waste management, pollution and structural situation, and what strategies should be created for an ecological city center planning has been designed. As a result of the analyzes made within the scope of the thesis study, the physical and regional situation in the region was determined, and various findings of the region were revealed at the end of user opinions, survey results, field analysis and literature research. The aim of this thesis is to determine the problems in Ulus Historical City Center, to ensure the protection of nature, historical and cultural environment and living spaces, to contribute to the improvement of living standards throughout the city, and to the planning of the city center with an ecological and sustainable approach.
