This model prioritizes the national economy over foreign capital: it welcomes foreign investment to the extent that it contributes to the national economy. It is particularly unwelcoming to foreign capital that seeks to profit from interest or promote the consumption of goods from other countries. Today’s model, on the other hand, is a model of borrowing and selling off existing assets. This model serves more to increase the income and rents of dominant capital rather than contributing to the country’s development. For Turkey to return to its 1950 position (as the 10th largest economic power in the world) and subsequently aim for a place in the top 5, it needs to make significant improvements not only in public finance regulations but also in other areas such as education, law, human rights, and the separation of powers.Türkiye’de 1920-1947 arasında uygulanan model Çin’in bugün hala uygulamakta olduğu “devlet kapitalizmi” modeline benzer. Bu mo- del, yabancı sermayeden önce milli ekonomiye öncelik veren modeldir: Yabancı sermayeye milli ekonomiye katkı verdiği ölçüde kucak açar. Özel- likle başka ülke mallarının tüketimi için veya faiz kazanmak için gelen yabancı sermayeye sıcak bakmaz. Bugünkü model ise borçlanma ve elde- kilerin pazarlanması modelidir. Bu model ülkenin kalkınmasından çok egemen sermayenin gelir ve rantlarının artmasına hizmet etmektedir.
