Elinizdeki bu sayı Liberal Düşünce Dergisi’nin 100. sayısı. Türkiye gibi anti-liberal düşünce ve siyaset geleneklerinin güçlü olduğu bir toplumda “liberal” olduğunu net bir biçimde vurgulayan bir misyon dergisinin 100. sayıya ulaşması bir başarı öyküsü. Dergi liberal kelimesinin alerji yarattığı bir dönemde, özellikle gençler için cesaretlendirici önemli bir platform oldu. 2001 yılında yardımcı doçentliğe atanmam için rapor yazmakla görevlendirilen bir siyaset profesörünün, Liberal Düşünce Dergisi’nde yayınlanmış biri Frederick Hayek diğeri Mancur Olson hakkındaki iki yazıma işaret ederek, bölüm başkanını “bir ‘devlet düşmanı’nı bölüme alıyor olabilirsiniz, yeniden düşünün” diye uyardığını belirtmem gerekiyor. Böyle bir atmosferde derginin bugünlere gelmesinde emeği geçen herkes kutlanmayı hak ediyor.
1915 Events, New Issues and Reconciliation Within the Framework of Persistence of Conflict and the Concept of Intractable Conflict

There are some concrete problems, with roots in the past, that have remained unsolved between Turkish and Armenian societies. These problems have become deeper through the years and have negatively affected the relationship between the two societies, and by now have been transformed into a chronic conflict. Nevertheless, this type of conflict does not involve physical violence today, yet it has been transformed into intractable conflict with its all defining features. This study attempts to investigate the relationship between the two societies around the concept of intractable conflict and the socio-psychological foundations of it. The socio-psychological foundation of the Turkish-Armenian conflict has generated a completely new bundle of problems. For both societies to follow a positive line of relationship, a due attention should be paid not only to the concrete problems, but also to the socio-psychological repertoire of intractable conflicts and find solutions accordingly. This article will apply Daniel Bar-Tal’s method of analysis when using the concept of intractable conflict that analyzes the said socio-psychological repertoire.
1980 Sonrası Türkiye’de Uygulanan Teknoloji Politikaları ve Türkiye Açısından Teknolojik Gelişme Göstergeleri

Günümüzde sürdürülebilir bir büyüme ve kalkınma için iyi planlanmış ve uygulanmış bilim ve teknoloji politikalarına ihtiyaç duyulmaktadır. Özellikle 1980 sonrasında dışa açılmayla birlikte teknolojik gelişmelere daha fazla önem verilmeye başlanmasından dolayı, bu çalışmada ilk olarak 1980 sonrası Türkiye’de uygulanan teknoloji politikaları beş yıllık kalkınma planları çerçevesinde incelenmiştir. Bilim ve teknoloji politikaları bir girdi olarak kabul edilirse, teknolojik gelişme göstergeleri bir çıktı olarak kabul edilebilir. Bu bakımdan çalışmanın ikinci kısmında, Türkiye için teknolojik gelişme göstergeleri bağlamında genel bir değerlendirme yapılması amaçlanmıştır. Çalışmadan, Türkiye’nin diğer dünya ülkeleriyle rekabet gücünü artırması yolunda, üniversite-sanayi işbirliklerine daha çok önem vermesi, Gayri Safi Yurtiçi Hasıladan (GSYH) Ar-Ge faaliyetlerine daha çok pay ayırması, Ar-Ge araştırmacı sayısını arttırması, patent sayılarını arttırabilmek için bu konudakiteşvik uygulamalarının yeniden ele alınması ve bütün bunlar içinde öncelikle kurumsallaşmış, gelişmelere ve değişmelere hızla uyum sağlayabilecek bilim ve teknoloji politikalarının oluşturulması ve hayata geçirilmesi gerekliliği sonucuna ulaşılmıştır.

The European Union is perhaps the most important organization, where the idea “to be incorporated with the West,” one of the most important basis of the Turkish political life and Turkish foreign policy, has become tangible. The relations between Turkey and the European Union became official with the Ankara Agreement signed in the year 1963 and which entered into effect on 1 December 1964 and has been in the workings up to date. This article was prepared to remind us of the main highlights of the Ankara Agreement on the occasion of its fiftieth anniversary on entering into effect, and to also give a brief summary of the relations, close to half a century, between Turkey and the European Union. This article reviews the Turkey-EU relations chronologically, the ups and downs of the relations, the problems encountered and explains the paths taken for the solution of the problems with historical examples. This article emphasizes the structure of this agreement which progresses when the geo-strategic importance of Turkey increases and which takes its shape according to conjunctural changes.

Bosna-Hersek'teki savaşa kadar samimi olan Türkiye-Yugoslavyailişkileri, üç etmen tarafından biçimlendirilmiştir: Yugoslavya'nınTürkiye'nin Avrupa'ya giden ticaret yolunun üzerinde yer alması,Yugoslavya halklarıyla paylaşılan uzun tarih ve o zamana kadar var olandostça ilişkiler. Diplomatik ilişkilerde savaşla birlikte bozulmagözlemlenmiş, bu nedenle ekonomik ilişkiler de savaşın ve sonrakiKosova krizinin kurbanı olmuştur. Ancak, diplomatik ilişkilerin yapısı veaktör davranışları, göze görünenden farklı bir nitelik sergilemiş, bu dailişkileri karmaşık bir gerçekliğe sokmuştur: iki tarafça kullanılan, bazendüşmanlık eşiğinde seyreden politik söyleme, büyükelçi geri çekme veretlerine rağmen, ilişkiler devam etmiştir. Yeniden gerçekleşebilecekuzlaşı arayışları ortak siyasi iradenin inşasının ve muhafaza edilmesininönemine işaret etmektedir.
A Country Specific Approach To IFRS Accounting Policy Choice In The European, Australian And Turkish Context

IAS 8 defines the concept of accounting policy as "the specific principles, bases, conventions, rules and practices applied by an entity in preparing and presenting financial statements". Within the framework of this concept, this research that is derived from International Financial Reporting Standards (IFRS) contributes to the accounting literature by focusing on the alternative accounting policies' debate related to presentation and recognition issues in the European, Australian and Turkish context and concludes that there is an influence of local accounting policies over IFRS practice in Turkey and this influence still exists in Europe and Australia. This shows that as long as diversity in accounting policies of IFRS is present, entities are expected to be inclined to select their local accounting policies by leading to comparability of financial statements within the country rather than between countries in the IFRS context.
A Fuzzy AHP approach for selecting a global supplier in pharmaceutical industry

Our study looks into the strategy that should be pursued for raw material procurement by a pharmaceutical firm operating in Turkey. In this paper, pharmaceutical research companies and food industry chemists operating in the global market in the pharmaceutical industry are examined and a suitable supply strategy is suggested for a company operating in Turkey under the specified criteria. The supplier selection is a multi-criterion problem which includes both qualitative and quantitative criteria. This paper proposes a fuzzy analytic hierarchy process (fuzzy-AHP) to efficiently tackle both quantitative and qualitative criteria involved in selection of global supplier in pharmaceutical industry. Four main criteria and thirteen sub-criteria were identified for supplier selection in this problem. The number of suppliers to be selected under these criteria was identified as four. A numerical example presented illustrates the different selection criteria to select the best supplier in pharmaceutical industry.

A nonparametric panel data model for examining the contribution of tourism to economic growth

We apply a nonparametric panel data model with cross-sectional and time-varying coefficients to examine the relationship between tourist arrivals and economic growth in the Schengen area from 1995 to 2019. In contrast to the parametric models employed in other studies, our nonparametric model makes no assumption about functional form and, hence, allows us to model the relationship nonlinearly. We find that the tourism-economic growth relationship in the Schengen area is nonlinear and time-varying. While the relationship between tourism and economic growth was positive and significant during 1995-2003, it was negative and significant during the Global Financial Crisis (2007-2008) and the European recession of 2012-2013. One additional contribution of the study is the finding that total factor productivity (TFP) has been growing at 1.45% per year. The results also show that country-level TFP growth was disrupted during the aforementioned negative economic shocks.
A Post - Keynesian Analysis of The Greek Crisis

The purpose of this study is to analyze the causes of the Greece debt crisis and discuss about possible solutions for the Greek economy in Post - Keynesian perspective. In this framework, first, the establishment and evolution of the European Monetary Union will be briefly examined. Second, the effects of the monetary union on the Greek economy will be discussed. Then, the remedies for the crisis along with the measures taken within the scope of the rescue package adopted will be examined from a Post Keynesian perspective. At this point, Hyman Minsky’s Financial Instability Hypothesis and Michal Kalecki’s profit function will be used to analyze the reasons behind the crisis. Last but not least, Employer of the Last Resort Programme, which can be summarized as a program where the government takes into employment of anyone who is willing and able to work, will be discussed as a cure for the recovery.

Sağlam bir itibara sahip şirketler, yatırımcılar ve müşteriler için daha çekicidir. Aynı zamanda güçlü bir kurumsal itibara sahip olan kurumlar krizleri daha başarılı yönetmektedir. İtibar yönetimi, halkla ilişkiler uygulamalarının temel işlevleri arasında yer almaktadır. Halkla ilişkiler uygulamalarının temel amaçlarından biri, kurumlar ve izleyicileri arasındaki ilişkileri yönetmek, hem gerçek hem de sanal dünyada güçlü bir itibar geliştirmek ve sürdürmektir. Bu makalede kurumsal itibar, online itibar, online itibar yönetimi kavramlarının tanımları ve bu kavramların müşteri ilişkileri, iletişim ve halkla ilişkilerdeki önemi anlatılmaktadır. Bu çalışma, sanal dünyada olumlu bir itibar oluşturan, geliştiren ve sürdüren bileşenleri tanımlamayı, bu bileşenler arasındaki ilişkileri incelemeyi ve bileşenlerin işlevlerini somut örneklerle açıklamayı amaçlamaktadır. Arama motoru optimizasyonu, sosyal medya faaliyetleri ve tüketiciler tarafından oluşturulan içerikler çevrimiçi itibar bileşenlerini oluşturmaktadır. Bu bileşenler arasındaki ilişkileri somutlaştırmak için Türkiye'nin iki e-ticaret web sitesi örnek olay incelemesi yöntemi ile incelenmiştir.
A System Design for Facilitating Human Resource Decisions in Small and Medium Sized Enterprises in Turkey

Currently, to keep the competitive edge, firms focus on the improvement of the decision making and use different management information systems to leverage the process. In this study, it has been designed an information system which aims to support the management of human resources in the small and medium sized enterprises in Turkey. To do this, a group of human resource key point indicators have been determined for a system design which includes Mysql- and Java-based Hibernate Criteria Api, search algorithm, relational database, JSF(java server faces) Framework and Primefaces structures as methodology. It has been demonstrated by sample user interface snapshots and analysis of the system benefits that the system would serve decision makers in a number of areas including training, performance, efficiency, workforce and working time supported by its user friendly characteristics such as; real time analysis, decision making opportunities and flexibility of accessibility it offers to small and medium sized enterprises.
AB’nin Bağımsız Bir Güvenlik Ve Savunma Politikası Geliştirme Düşüncesi Ve Stratejik Pusula

Soğuk Savaş döneminde Amerika Birleşik Devletleri (ABD) ve NATO odaklı bir güvenlik ve savunma politikası benimsemek zorunda kalan Avrupa Birliği (AB), üzerinde uzun zamandır tartıştığı bağımsız bir güvenlik ve savunma politikası geliştirme düşüncesini hayata geçirme fırsatı bulamamıştır. Ancak, Soğuk Savaş sonrası dönemde uluslararası sistemin yapısının değişmesi, tehditlerin farklılaşması ve AB’nin özellikle son on yıl içinde yaşadığı iç ve dış krizler, üye devletlerin bağımsız bir güvenlik ve savunma politikası geliştirme konusundaki girişimlerini önemli ölçüde artırmıştır. Bu çalışmanın amacı, AB’nin bağımsız bir güvenlik ve savunma politikası geliştirme düşüncesini, zaman içinde duyurduğu stratejiler çerçevesinde hangi düzeyde hayata geçirebildiğini araştırmaktır. Çalışma, AB’nin bağımsız bir güvenlik ve savunma politikasını ABD ve NATO’ya rağmen değil, ABD ve NATO ile işbirliği içinde gerçekleştirebileceğini ortaya koymaktadır. Çalışma, bu varsayımı desteklemek için de kısa süre önce duyurulan Stratejik Pusula ile açıklanan yeni yaklaşıma vurgu yapmaktadır. Nitel araştırma metodu içinde yer alan nitel veri toplama yöntemlerinden doküman/metin analizini kullanan bu çalışma sonuç olarak, Stratejik Pusula ile duyurulan yeni anlayışın AB’nin bağımsız bir güvenlik ve savunma politikası geliştirme düşüncesini, ABD ve NATO ile işbirliği içinde ileri taşıyabileceğini ortaya koymaktadır
Algılanan Çalışma Koşullarının İşten Ayrılma Niyeti ile Tükenmişliğe Etkisi: Gıda Perakendeciliği Çalışanlarına Yönelik Bir Araştırma

İş yaşamı ile ilgili yapılan çok sayıdaki araştırmada çalışma koşullarının çalışanlar üzerindeki etkileri incelenmiştir. Çalışma koşulları uzun süreli ve yoğun çalışma nedeniyle günümüzde de önemini korumaktadır. Bu çalışmada, Ankara’da gıda perakendeciliği alanında faaliyet gösteren bir işletmenin 196 çalışanını kapsayan örneklem için çalışma koşullarının çalışanların işten ayrılma niyetleri üzerindeki etkisi ile bu değişkenler arasındaki ilişkide çalışanların tükenmişlik seviyelerinin aracılık etkisi incelenmiştir. Uygulanan anket çalışmasından elde edilen bulgulara göre; çalışma koşullarının ‘yoğun fiziksel çaba gerektiren koşullar’ boyutunun çalışanların hem işten ayrılma niyetlerini hem de tükenmişliklerini etkilediği; ‘ergonomik olmayan koşullar’ ile ‘monotonlaşma’ boyutlarının ise çalışanların işten ayrılma niyeti üzerinde pozitif etkisinin olduğu belirlenmiştir. Çalışanların çalışma koşulları algıları ile işten ayrılma niyetleri arasındaki ilişkide tükenmişlik seviyelerinin aracılık etkisi tespit edilmemiştir.

Ayrıca, 2.DünyaSavaşı sonrası artan işgücü ihtiyacı nedeniyle yapılan göçmen iş gören alımları dolayısıyla hem toplumhem de iş yaşamında çok kültürlülük de söz konusudur. Böyle bir bağlamda, Alman iş örgütleri ve örgütkültürü nasıl şekillenmiştir?Almanya’nın tarihsel gelişimi bağlamında ulusal kültürün örgüt kültürüne etkilerini ve yönetim, istihdamve insan kaynakları yönetimi uygulamalarına yansımalarını değerlendirmeyi amaçlayan bu derlemeçalışmasında, ulusal kültürel boyutların Alman örgüt kültürünü etkilediği belirlenmiştir. Bir diğer bulgu,önemli tarihsel dönemlerde yaşanan olayların kültür, istihdam, yönetim ve insan kaynakları yönetimiüzerinde etkili olduğu yönündedir.

An Empirical Examination Of The Generalized Fisher Effect Using Cross-Sectional Correlation Robust Tests For Panel Cointegration

This study examines the generalized Fisher hypothesis as applied to common stocks by using the recently proposed second generation panel cointegration tests. Unlike their predecessors, these new tests assume the existence of cross-section dependence in the data. For the sample analyzed, we report that these new tests, but not their predecessors, provide strong support for the existence of cointegration between stock and goods prices. Moreover, further analysis cannot reject the hypothesis that the cointegration relation is linear. Finally, our Fisher coefficient estimates are in the range between 0.68 and 1.27 and give support to the generalized Fisher hypothesis. (C) 2014 Elsevier B.V. All rights reserved.

An Extended Mixed-Integer Programming Formulation and Dynamic Cut Generation Approach for the Stochastic Lot-Sizing Problem

We present an extended mixed-integer programming formulation of the stochastic lot-sizing problem for the static-dynamic uncertainty strategy. The proposed formulation is significantly more time efficient as compared to existing formulations in the literature and it can handle variants of the stochastic lot-sizing problem characterized by penalty costs and service level constraints, as well as backorders and lost sales. Also, besides being capable of working with a predefined piecewise linear approximation of the cost function-as is the case in earlier formulations-it has the functionality of finding an optimal cost solution with an arbitrary level of precision by means of a novel dynamic cut generation approach.
An Outline of Skilled Emigration from Turkey to OECD Countries: A Panel Data Analysis

Turkey provides rich evidence for the current international migration trends given its economic and demographic dynamics. The number of people moving overseas to settle permanently has been following an increasing trend in the recent decades, particularly remarkable for skilled and female groups. However, given the micro-level data limitations the migration outlook of Turkey is still quite bleak. The aim of this paper is to fill this gap and analyze the relationship between migration and human capital in the context of Turkish immigrants. First, aggregate trends of the Turkish emigrants in the 20 OECD destination countries by gender and educational level over the 1980-2010 period are examined using the IAB Brain Drain dataset. Next, a random effects panel estimation is applied to scrutinize the underlying dynamics of observed migration patterns adopting economic size, unemployment, demographic profile, urbanization and proximity as explanatory variables. The results reveal that gender, time and education are found as significantly related to international mobility trends, and the substantially left-skewedness of the distribution of Turkish emigrants along educational level is gradually fading away over time.
