Article Citation - WoS: 01999 Depremlerinin Ardından Planlama Mevzuatı Üzerine Bir Değerlendirme(Kare Publ, 2022) Orhan, Ezgi; Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaFollowing the 1999 Earthquakes stricken Marmara Region, as the most populated, urbanized and industrialized region of the country, large-scale recovery efforts have been initiated; and in addition to central and local administrations, many institutions and civil societies have become the part of these studies. However, in the face of the devastating effects of the 1999 Earthquakes, significant steps have been taken in legal framework due to its limitedness in guiding disaster policies. Besides, development of the risk management approach at the international level has triggered countries to review their policies and legal regulations shaping their disaster management. Based on this need, the study examines the legislation that shapes the disaster policies and guides spatial planning in our country and its change in the meantime. The legal regulations that have been added to the urban planning legislation in the last 20 years for the purpose of risk mitigation have been discussed. To this end, Article 73 of the "Municipality Law" (no. 5393), "Law on Conservation of Deteriorating Historic and Cultural Property through Renewal and Re-use" (no. 5366), "Law on the Transformation of Areas at Disaster Risk" (no. 6306), and Temporary Article 16 of Development Law (no. 3194) (Peace of Reconstruction) are determined as the main regulation shaping policies for reducing urban risks, and evaluated within the scope of the study. Çağatay; 34038; Şehir ve Bölge PlanlamaThis study highlights the need to develop spatial planning principles in order to increase the resilience of vulnerable groups within the social structure. The social groups that show heterogeneity in the urban area due to demographic, economic, cultural and similar reasons also differ in terms of their vulnerability against disasters. In the literature, vulnerable groups show disparities with respect to their location choices in urban areas, physical conditions of individuals and their participation in social life. Although planning discipline has general expressions and approaches for risk reduction of the groups showing vulnerability based on their location choices, the issue of developing concrete solutions in planning principles and spatial decisions remains uncertain for groups that are vulnerable due to their physical conditions and social divergence. Therefore, the aim of the study is to present a holistic planning framework that takes into account the vulnerable groups challenged by physical conditions such as elderly, children, those with special medical needs and of the disabled individuals, and the groups confronting with social distances such as migrants, tourists and homeless people. The focus of the study is on spatial strategies concerning the disaster mitigation of the vulnerable groups showing special needs, rather than dealing with the post-disaster situations of the targeted individuals and groups.Article Afet Sonrası Hanehalklarının Yer Seçim Kararları ve Kentsel Dirençlilik: Değirmendere Örneği(2019) Orhan, Ezgi; Keskinok, Çağatay; 34038; Şehir ve Bölge PlanlamaBu çalışma ile, afetlerin hemen sonrasında acil durum koşullarında hanehalklarının afet bölgesinde kalma veya alanı terk etme kararlarının kentsel dirençliliğin inşasında önemli bir unsur olarak görülmektedir. Bu çalışmanın amacı, afete maruz yerleşimlerde yaşayanların afetin hemen sonrasında yer seçim kararlarını ve beklentilerini irdeleyerek kentsel dirençlilik üzerine bir tartışma yürütmektir. Çalışma, 1999 Depremi’nin etkilerinin yoğun olarak görüldüğü Değirmendere kenti örneğinde afeti yaşamış hanehalklarını temel almaktadır. Çalışmada, Orta Doğu Teknik Üniversitesi Şehir ve Bölge Planlama Bölümü 1999-2000 ders yılı 2. sınıf Planlama Stüdyosu’nda yürütülmüş olan Değirmendere Planlama Projesi kapsamında gerçekleştirilmiş hanehalkı anketlerinden yararlanılmıştır. Depremin hemen ardından Ekim 1999 tarihinde çadırkentlerde ve yerleşik konut alanlarında yaşayan toplam 490 hanehalkına uygulanan anket çalışması stüdyo projelerinin bir parçası olarak saha araştırması yoluyla elde edilmiştir. Anketlerde afete maruz kalmış nüfusun genel demografik niteliklerinin yanı sıra hasar düzeyi, alınan yardım türü ve taşınma istekleri sorgulanmış, yanıtların betimsel istatistikleri çıkarılmıştır; ancak çalışmanın yapıldığı dönemin koşulları göz önüne alındığında afetzedelerin anket sorularının tamamını yanıtlayamadığı görülmektedir. Nüfusun yaklaşık % 10’luk büyüklüğüne ulaşan bir örneklemde uygulanan anket çalışmalarında tespit edilen afet bölgesini afetin hemen sonrasının koşullarında bile terk etmeme isteği, alanın yeniden inşası için en önemli itici güç olarak görülmelidir. Ezgi; Gungordu, Nazda; 34038; 50343; Şehir ve Bölge PlanlamaThis article aims to analyse the indicators of quality of life (QoL) in a regeneration area in line with the subjective evaluations of neighbourhood residents. To this end, a total of 359 respondents were selected by random sampling in the Akpinar neighbourhood, Ankara, Turkey which was inhabited by squatter settlements and subjected to urban regeneration resulting in a substantial change in its physical, social, spatial and demographic structure. The neighbourhood was challenged by a landslide after the urban regeneration which affected the satisfaction levels of residents and constituted a contradiction for regeneration efforts. It is hypothesised that the QoL of neighbourhood residents is affected by the factors of quality of the built environment, public spaces, social environment, natural environment, services and facilities and safety. The findings indicate that neighbourhood level QoL is positively associated with the width of streets, adequacy of parking lots, adequacy of cultural facilities, adequacy of sewage and drainage systems, discreetness of inhabitants and peace and calmness in the neighbourhood. Departing from the significance of the topic for the Turkish case, this paper focuses on the risk perception and responsiveness of the lodging industry. In doing so, an empirical study was carried out in Ankara city. Data from 75 hotels were gathered via a questionnaire designed to identify their locational attributes and operationalized by multiple logistic regression analysis. Due to the lack of appropriate policy and tools, businesses often make their own location choices as part of their recovery strategy. In view of this, this study aims to establish the factors affecting the location choices of businesses challenged by disasters in the absence of any specific spatial strategies designed for them. In order to determine these factors, empirical research was conducted in Adapazari, Turkey on 232 firms selected as a result of a stratified random sampling procedure. According to the analysis of the results, the most notable impacts on business location choices after a disaster shock are associated with occupancy status, education level, and extent of damage. Başta genç nüfus olmak üzere, kullanıcıların istek ve talepleri doğrultusunda şekillenen gece aktivitelerinin mekânsal organizasyonu ve karakteri merkezi iş alanlarının gelişiminde ve merkezlerin canlılığında etkili bir role sahiptir. Çalışmanın amacı, gençlerin kent merkezlerini gece saatlerinde kullanımları konusundaki tercihlerini analiz ederek, kentin merkezi iş alanlarının gece peyzajını ortaya çıkarmaktır. Ankara’nın farklı merkezi alanlarındaki gece kullanım tercihlerini belirlemek üzere üniversite düzeyinde öğrenim gören gençlerle yüz yüze anket uygulaması yapılmış, seçilen örneklemde yer alan 250 üniversite öğrencisinin tercihleri araştırılmıştır. Gençlerin eğlence mekânlarının yoğunlaştığı ve çeşitli gece aktivitelerine ev sahipliği yapan kent merkezlerine yönelik kullanıcı profiline göre farklılaşan bir gece algısına sahip oldukları ortaya konmuştur. Kullanıcı profili yanı sıra, her bir merkezi alanın gece aktivitelerine dair farklı avantaj ve dezavantajlara sunmasından dolayı da gençlerin tercihlerinin değiştiği tespit edilmiştir. Çalışmanın sonuçlarından hareketle, gece aktivitelerinin kümelendiği farklı niteliklerdeki kentsel merkezi alanlara dair karar vericiler için politika önerileri geliştirilmiştir.Article Integrating Adaptation Strategies of Businesses with Community Resilience: A Case from Turkey(2018) Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaIn developing countries bounded by traditional approaches of disaster management, post-disaster policies may not lead to resilience at aggregate level. Turkey exemplifies the case with its experience in the 1999 Izmit earthquake. The policies applied following the 1999 trajectory to create a safer built environment incorporated resettlement and reconstruction efforts, yet businesses were largely unregulated by local and national governments during the recovery process which leads to development of their own adaptive strategies to survive after the disaster. This paper aims to analyse the adaptation strategies of private enterprises in the face of disasters. In this respect, a case study research was undertaken in Adapazari, Turkey to inquire their adaptive strategies after the disaster with respect to the independent variables of business size and occupancy status. This paper contributes to the field of disaster studies by showing businesses’ adaptive capacities that enable them to survive following a disaster. The key findings of this study present that businesses adapt for survival after a natural disaster in accordance with their business size and occupancy status. Although small firms and lease-holder firms challenge with organizational and financial problems, they are able to develop locational strategies which increase their survival change and adaptability against their larger and owner occupied counterparts.Article Citation - WoS: 1Investigating the "Ruins of Modernity" of the city: The case of Stone Ateliers, Denizli(Kare Publ, 2016) Orhan, Ezgi; Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaThe city planning and architecture had been used as the instruments of the young regime in making itself visible, concrete, and symbolized. The buildings and urban plans transmitting the foundation ideals of Republic together with modernity have contributed to the creation of national sovereignty and a modern society. Divergence from the planning and architectural approach to that period and becoming the target of the political structure of particularly post 2000s caused the formation of a new expression in space. Yusuf Batur Vocational High School's Stone Ateliers have been one of the places enabling to read the process; it was symbolized with early Republican Period, left in time, and finally intended to be deleted from the social memory by collapsing. This study is shaped around the research question of how urban hotels appreciate their locational attributes considering their operationality. By this way, it is aimed at establishing the location de-cisions of urban hotels, and the interaction between their spatial distribution and urban space. A structured questionnaire was conveyed to a sample of 75 hotels operating in Ankara city to inquire about their locational attributes. Results show that hotels commonly accompany with the business functions and their operability are affected from the urban spatial structure. The analysis provides a basis to discuss the attributes of urban location on the business operations of lodging industry by presenting an empirical assessment, and an insight to both potential entrepreneurs and decision-makers in developing a policy framework for hotel investors' needs, de-mands, and site-specific problems.Article Mekânsal Planlamada Deprem Riski ve İklim Krizini Birlikte Ele Almak(2021) Orhan, Ezgi; Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaDoğal ve insan eliyle üretilen tehditler karşısında kentlerin korunmasızlığı giderek artmaktadır. Bulundukları coğrafyaya göre kentlerimiz deprem, çığ, heyelan gibi doğal tehlikelerin yanı sıra iklim krizinin tetiklediği aşırı yağış, kentsel taşkınlar, sıcak hava dalgaları ve uzun kuraklıklara maruz kalmaktadır. Bu durum, kentlerin geleceği için beşeri ve doğal sistemlerin bir arada ele alınmasını, ortak stratejiler geliştirilmesini gerekli kılmaktadır. Ancak, Türkiye planlama pratiğinde, iklim değişikliği eylem planı ve deprem stratejisi eylem planı gibi mekânsal planlamayla doğrudan ilişkili olan stratejik belgeler, çoğunlukla birbirinden bağımsız ve planlamadan kopuk olarak üretilmektedir. Bu çalışma, deprem ve iklim konularına duyarlı bir planlama yaklaşımının birlikte kurgulanması gerekliliğini savunmakta ve bu doğrultuda bütüncül bir planlama yaklaşımı ortaya koymaktadır. Bu amaçla, çalışmada öncelikle, deprem ve iklim konularının ülkemizdeki planlamaya ilişkin kanunlarda ve ulusal eylem planlarında nasıl yer bulduğu incelenmiştir. Ardından, Mekânsal Planlar Yapım Yönetmeliği’yle tanımlanan farklı ölçeklerdeki planlar için deprem ve iklim konularının birlikte girdi yapabileceği alanlar tespit edilmiştir. Buradan hareketle, bölge, kent, mahalle ve yapı ölçeklerinde deprem riski ve iklim krizine birlikte yanıt veren planlama stratejileri önerilmiştir. Farklı stratejiler arasındaki olası sinerji ve çatışma alanları tartışılmıştır. Developed by social scientists to evaluate people's well-being, satisfaction, and happiness, the concept of quality of life raises the issue of adapting the conditions of living spaces to meet people's needs, expectations, and demands. The aim of this study was to establish an integrated and comprehensive framework for evaluating the quality of life in a regeneration case in Turkey through empirical research conducted at the neighborhood level. Data were collected from 359 households in the regenerated neighborhood of Akpinar, in the city of Ankara, using a questionnaire to inquire about the quality of life. The methodological framework of the study included a theory-based choice of indicators identified in a comprehensive literature review, including economic, ecological, physical, and social aspects of an urban environment, and an analysis of the relationship of the indicators to quality of life. Despite the diverse literature on urban environmental quality, there is no uniform, generally accepted conceptual framework to measure quality of life. Therefore, in this research, a mix of qualitative and quantitative analysis was adopted to assess the quality of life of the residents with respect to their housing and urban environment. The findings suggested that modern quality of life requires understanding the social, political, spatial conditions, and needs of residents. Based on the findings of the study, policy recommendations were developed to enhance quality of life at the neighborhood level from a space-sensitive perspective.Article Citation - WoS: 4Citation - Scopus: 3Reading Vulnerabilities Through Urban Planning History: An Earthquake-Prone City, Adapazarı Case From Turkey(Middle East Technical Univ, 2016) Orhan, Ezgi; Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaAgglomeration of urban population, inadequate institutional capacity, unplanned urbanization, dense built environment, and industrial concentration are considered as the main causes of urban vulnerabilities against encountered disturbances. Planning decisions which regulate these factors are expected to make contribution to safer urban and social contexts and resilience of cities. However, in developing countries such as Turkey where disaster management is not an integrated part of urban planning process, planning decisions may serve for the construction of vulnerabilities. This study reads urban vulnerabilities with respect to urban structuring led by planning decisions. In doing so, an earthquake-prone city, Adapazari was selected to investigate urban vulnerability according to different planning periods and disaster history. The city has carried out the urban symbols of the republican ideology and modernity vision created by the nationalist administrators and elites. The newly established state used architecture and urban planning in transmitting the ideals of national unity and sovereignty by breaking off its ties from Ottoman heritage. After the span of eighty years, Turkey has experienced a new political hegemony. Post-2000s' political approach changed the urban symbols of early Republican period and redesigned the capital in line with its ideological basis. One of the most concrete transformations is observed in the presidential palace of the country which conveys the political intents of each period through its spatial and architectural organizations. This study, therefore, aims to put forward the change in urban symbols and their meanings by focusing on the presidential palace. The palaces are investigated in observational domains; their spatial configurations, buildings, and symbols in relation to the political intents on urban areas and public realm. This paper concludes that in both periods presidential palaces with respect to their spatial and architectural designs are regarded as the icons in representing the dominant political power; the former used it as an instrument of national sovereignty whereas the latter used it as a mark of dominancy over the nation.Other Risk society revisited: Challenging positions of COVID-19 on city and society(2021) Orhan, Ezgi; Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaBu makale, COVID-19 salgının ardından küresel risk ortamının koşullarına ilişkin eleştirel bir değerlendirme sunmaktadır. Koronavirüs hastalığı tüm dünyaya yayılırken halk sağlığına dair öncelikler ile ekonomik uyum politikalarına dair alınan tedbirleri sorgulatmaktadır. Sosyal, politik ve ekonomik maliyetleriyle, toplumları zorluklara sürükleyen salgın konusu, bir sağlık sorunu olarak tanımlanmanın sınırlarını aşmış ve modernite ve kapitalist ekonomik sisteme dair yeni bir paradigmanın katalizörü haline gelmiştir. İnsan yaşamının her yönünde yarattığı yıkıcı etkileriyle, virüse ilişkin sorunlar bireyleri, ulusları ve küresel toplumu ‘risklerle yaşama’ yollarını düşünmeye yöneltmektedir. The vision of modernity and protective economic structure of the Early Republican era determined the spatial configuration of the city and produced public buildings as the icons of the young regime. The last ninety years witnessed different political-economic climates redesigning the urban regime of Ankara and symbols. One of the most tangible transformations is observed in the public buildings, which convey the economic understandings and urban politics of each period through their spatial and architectural organizations, and symbolic meanings. This study explores the change in the urban symbols with an emphasis on public buildings. For this, the ministry buildings of the capital city were selected to investigate spatial organizations, archistar buildings, and the messages conveyed to the public. Focusing on the the intentionally developed clusters of ministries, this study adressed basically three periods concerning the change in political and economic systems; the foundation period, the liberal years and the neoliberal era. As a result of this study it is stated that that in the Turkish case public buildings reflect the main motives of the period they were produced, their spatial organization serves as a medium containing information about the political, economic and social structure of each period.Article Tarihi Kent Merkezlerinin Kırılganlığı ve Afet Yönetimi Üzerine Bir Değerlendirme: Ankara Saraçlar Sokağı Yangını Örneği(2018) Orhan, Ezgi; Orhan, Ezgi; 34038; Şehir ve Bölge PlanlamaÇalışma, 21 Şubat 2012’de Ankara’nın tarihi kent merkezi Ulus’ta Saraçlar Sokak’ta meydana gelen yangın örneği üzerinden tarihi merkezlerindeki iş alanları için afet yönetim politikaları geliştirmeyi amaçlamaktadır. Ulus kent merkezinde yaşanan afet ve sonrasındaki deneyimlerden hareketle tarihi iş çevrelerinde kırılganlıkları yaratan etkenlerin neler olduğu ve bu alanlarda afet sakınım stratejileri geliştirilmesi gerekliliği üzerine yoğunlaşmaktadır. Çalışmanın temel savı, tarihi kent merkezlerinin mekânsal ve sosyo-ekonomik niteliklerinin neden olduğu sorunların yanı sıra alanda yer alan iş faaliyetinden kaynaklanan sorunların da bu alanlarda kentsel risk üretimine katkı koyduğudur. Ulus Tarihi Kent Merkezi’nde mekansal örüntünün, sosyo-ekonomik yapının ve iş etkinliklerinin şekillenişini tarif etmek için alanın planlama tarihi incelenmiş ve bu başlıklar altında kentsel kırılganlıkların üretimine katkı koyan uygulamaların neler olduğu irdelenmiştir. Mekansal yapının yapılaşma düzeni, erişilebilirlik ve altyapı sunumundaki sorunlar nedeniyle kırılganlıkları üretmesi; sosyo-ekonomik yapıda kırılganları oluşturan etkenlerin tarihi kent merkezinin kullanıcılarının özellikleri ve ekonomik ve kurumsal birikimin alanı yenileştirme kapasitesinin sınırlı olması ile ilişkili olması; ve işyeri nitelikleri ve alanda nüfus yoğunluğu yaratmaları bakımından iş faaliyetinin alanda kırılganlıklara yol açması üzerinden bir değerlendirme yapılmıştır. To this end, the study examines the de-terminants of location choices of hotels and their spatial distribution in Ankara. A sample of 75 hotels operating in Ankara was selected through criterion sampling method and applied a questionnaire to identify their location determinants. Findings suggest that hotels with differentiated characteristics show variations in making their location choice, which leads to a shift in gravity of the city and promotes spatial segregation among the central districts of the city. The overall assessment provides evidence on the increasing importance of the new devel-opment districts in hotel locations and the decreasing role of old town in the market competition which ne-cessitates the development of local policies targeting the improvement of central district with the lens of hotel geography. Verification of the hypothesis by the case study will fill the gap in literature that has not yet been addressed in Turkey's cities context in the framework of the planning discipline.
