Book Part Kent Sosyolojisine Giriş (Introduction to Urban Sociology)(2017) Kahraman, Zerrin EzgiArticle Processes and Factors of Social Exclusion in Arrival Cities: Attitudes towards Syrians under Temporary Protection in Tarlabaşı Istanbul(Cankaya University Press, 2018) Güngördü, Feriha NazdaThere have been fierce discussions on the causes of global mobility/migration and its effects on national security and belonging as well as struggles that migrants’ have had to face in arrival countries, while little has been said about how residents of arrival cities have been reacted to the effects of global mobility. Lacking of studies that evaluate the migration issue from the side of receiver societies seems result in onesided policies that put the pressure on migrants in addressing ever-increasing discrimination and exclusion practices cities. The aim of this paper is to look from “the eyes of receiver societies” to determine existing / potential struggles that result in social exclusion practices at local level, where all social tensions become observable. To provide evidence, 40 semi-structured interviews were conducted in 2016 in Tarlabaşı Istanbul (a metropolitan urban area that has received considerable amount of Syrian immigrants since 2011). The main argument is, regardless of ethnic, cultural and religious similarities and discourses of brotherhood; Syrian immigrants are more likely to be excluded in the long term as their duration of stay increases and as they engage urban economy (labor market, redistribution mechanisms), network relations and everyday lives of native residents.Article Tarihi Kent Merkezlerinin Kırılganlığı ve Afet Yönetimi Üzerine Bir Değerlendirme: Ankara Saraçlar Sokağı Yangını Örneği(2018) Orhan, EzgiÇalışma, 21 Şubat 2012’de Ankara’nın tarihi kent merkezi Ulus’ta Saraçlar Sokak’ta meydana gelen yangın örneği üzerinden tarihi merkezlerindeki iş alanları için afet yönetim politikaları geliştirmeyi amaçlamaktadır. Ulus kent merkezinde yaşanan afet ve sonrasındaki deneyimlerden hareketle tarihi iş çevrelerinde kırılganlıkları yaratan etkenlerin neler olduğu ve bu alanlarda afet sakınım stratejileri geliştirilmesi gerekliliği üzerine yoğunlaşmaktadır. Çalışma, Saraçlar Sokak yangın olayı incelemesine göre literatürde yer alan kültürel varlıkların korunması, kentsel kırılganlık, işyeri sürekliliği ve tarihi kentsel alanlarda afet yönetimi konularındaki tartışmaları bütünleştirmektedir. Çalışmanın temel savı, tarihi kent merkezlerinin mekânsal ve sosyo-ekonomik niteliklerinin neden olduğu sorunların yanı sıra alanda yer alan iş faaliyetinden kaynaklanan sorunların da bu alanlarda kentsel risk üretimine katkı koyduğudur. Ulus Tarihi Kent Merkezi’nde mekansal örüntünün, sosyo-ekonomik yapının ve iş etkinliklerinin şekillenişini tarif etmek için alanın planlama tarihi incelenmiş ve bu başlıklar altında kentsel kırılganlıkların üretimine katkı koyan uygulamaların neler olduğu irdelenmiştir. Mekansal yapının yapılaşma düzeni, erişilebilirlik ve altyapı sunumundaki sorunlar nedeniyle kırılganlıkları üretmesi; sosyo-ekonomik yapıda kırılganları oluşturan etkenlerin tarihi kent merkezinin kullanıcılarının özellikleri ve ekonomik ve kurumsal birikimin alanı yenileştirme kapasitesinin sınırlı olması ile ilişkili olması; ve işyeri nitelikleri ve alanda nüfus yoğunluğu yaratmaları bakımından iş faaliyetinin alanda kırılganlıklara yol açması üzerinden bir değerlendirme yapılmıştır. Bu doğrultuda, tarihi alanların korunması ve ekonomik aktivitenin sürekliliği bakımından tarihi kent merkezlerine yönelik geliştirilecek afet yönetim politikaları ortaya konulmaktadır.Book Part Citation - Scopus: 3A New Framework for a Resilience-Based Disaster Risk Management(Springer International Publishing, 2021) Galderisi, A.; Altay-Kaya, D.This chapter aims at providing hints to improve existing frameworks for disaster risk management based on a review of the main documents framing disaster management within the last two and a half decades and with reference to the potential contribution of resilience thinking. The evolution path of disaster risk management shows that, although some progresses have been made, there are still numerous gaps to be filled. On the opposite, focusing on the increasing convergence of resilience and disaster studies, it emerges that a resilience-based approach could still provide significant theoretical and operational inputs towards an improved disaster risk management. In particular, this chapter emphasizes the potential contribution of resilience thinking in developing a new framework for guiding disaster risk management capable of (1) taking into consideration the rapidly changing risk landscapes due to the interplay between climate change and the consequent increase of hazardous events, urbanization patterns and the complex interrelationships among them; (2) shifting from sectoral approaches to disaster risk reduction (DRR) towards integrated approaches and cross-sectoral strategies and tools; (3) embracing transformational perspectives to significantly reduce disaster losses and achieve sustainability goals; (4) improving learning capacity through the setting up of continual learning processes; (5) emphasizing the role of spatial and land use planning for DRR; and (6) developing more innovative governance models based on collaboration, shared responsibility and active engagement of the stakeholders. © Springer Nature Switzerland AG 2021.Other Risk Toplumunu Yeniden Gözden Geçirmek: Covıd19’un Kent ve Toplum Üzerindeki Sorunlu Halleri(2021) Orhan, EzgiBu makale, COVID-19 salgının ardından küresel risk ortamının koşullarına ilişkin eleştirel bir değerlendirme sunmaktadır. Koronavirüs hastalığı tüm dünyaya yayılırken halk sağlığına dair öncelikler ile ekonomik uyum politikalarına dair alınan tedbirleri sorgulatmaktadır. Sosyal, politik ve ekonomik maliyetleriyle, toplumları zorluklara sürükleyen salgın konusu, bir sağlık sorunu olarak tanımlanmanın sınırlarını aşmış ve modernite ve kapitalist ekonomik sisteme dair yeni bir paradigmanın katalizörü haline gelmiştir. İnsan yaşamının her yönünde yarattığı yıkıcı etkileriyle, virüse ilişkin sorunlar bireyleri, ulusları ve küresel toplumu ‘risklerle yaşama’ yollarını düşünmeye yöneltmektedir. COVID-19’un ortaya koyduğu tehditten yola çıkan bu makale, geçmiş deneyimleri, mevcut durumu ve eğilimleri ‘risk toplumu’ kavramı üzerinden okuyarak, toplum, kent ve planlama ilişkilerini tartışmaktadır. Ezgi Haliloglu; Osmay, SevinThis paper presents an attempt to initiate community empowerment within the participatory neighbourhood upgrading context of the S,engul Hammam Neighbourhood (I_stiklal). We adopted the Participatory Action Research methodology, which aims to generate knowledge meaningful for the community towards upgrading and revitalizing the neighbourhood. Respectively, a series of workshops, focus groups, and community activities were implemented in parallel processes with different neighbourhood groups. In order to change the situation in the neighbourhood, the inquiry began by mobilizing neighbourhood stakeholders and planning the future with primary school children. Later, this gained the active support of parents, women, the municipality, local leaders, and civil associations, and led them to take collective action over garbage collection, cleaning up the neighbourhood and building a playground-park. The mayor at the time of the research showed interest in I_stiklal but did not or could not give any financial or political support to upgrade the physical setting as a whole. The lack of support from the municipality in that regard and the neighbourhood being left to its own destiny caused a gradual dilapidation and loss of historic and cultural values. Ltd.Conference Object Article Citation - WoS: 1Ethnic Reflections of the Global Outbreak: a Multi-Dimensional Examination on Syrian Refugees and Settlements in the First Phase of the Coronavirus Outbreak(Kare Publ, 2023) Kahraman, Zerrin Ezgi HalilogluThis study aims to examine the effects of the coronavirus pan-demic on Syrian refugees at the neighbourhood level within the framework of perceptions, personal protection experiences, economic and social structure, and practices of neighbourhood usage. The major data source of this qualitative study included in-depth interviews with Syrian refugees living in Ulubey-Onder Neighbourhoods (Ankara). The findings displayed the effects of the pandemic on Syrians and their settlements, and a compari-son before and after the outbreak. The study demonstrated that the effective information sources of Syrians are composed of so-cial and communicational networks, and social media platforms. Their religious beliefs and social and economic needs both shape their perception on not being contaminated, and explain their reaction towards and resistance to respect the measures of the outbreak. Their lack of knowledge on available health services, attitudes of ignoring the use of face masks and social distanc-ing rules, family structures, and living and working conditions in-crease the risk of the spread of the virus. Although the crowded streets proved that human movement and commercial vitality in Syrian settlements continue as it was before the pandemic, the family incomes and standards of living diminished due to laid offs and limited access to donations of NGOs. This led to empowerment of solidarity networks and social relations in the area. Additionally, this study found out both gender differences in socialization opportunities, and negative effects of curfews and suspension of congregational praying activities on social life dur-ing pandemic times.Article Citation - WoS: 4Reflections on Kahramanmaraş and Hatay Earthquakes: Evaluating Syrian Refugees' Location Choices in Terms of Earthquake Hazards and Risks(Kare Publ, 2023) Kahraman, Zerrin Ezgi HalilogluTurkey is both a seismically active country due to the complex combination of important fault lines passing through it, and a country of migration hosting the largest refugee population in the world. One of the concerns raised after the earthquakes of February 2023 is the possible serious impacts of earthquakes on Syrian refugees. Within this framework, this study aimed to examine the location choice processes of Syrian refugees in reference to earthquake hazards and risks. To do this, it evaluated the location choice decisions of Syrians at the city, settle-ment area and housing scales together with their social char-acteristics. The researcher's own studies on location choice, everyday life, residential satisfaction, integration and quality of life of Syrian refugees, and related research in the literature, as well as statistical data obtained from the website of the Presidency of Migration Management, were synthesized to reach hints about earthquake hazards and risks at different scales and dimensions. The findings of the study indicated that the majority of the Syrian population is dispersed in earthquake -prone cities, which increases earthquake risks for both the Syrian population and these cities. On the other hand, the lack of housing and settlement policies for Syrian refugees scattered throughout Turkish cities has forced them to take responsibility for meeting their own housing needs. This has led Syrian refugees having limited financial resources to resettle in poor/underdeveloped and/or illegal settlement areas of cities where they live in low-quality, neglected, unhealthy, and structurally problematic houses having disaster risks. Moreover, Syrians' large family size, vulnerable groups including women, children and elders, and our inadequate knowledge on Syrian refugees due to their unauthorized movements within and between cities and their unregistered groups have increased their risk of being adversely affected by earthquakes.Article Citation - WoS: 1Socio-Spatial Sensitivity Areas in Wind Energy Transition: the Case of Izmir(Kare Publ, 2021) Demir, Basak; Ataov, AnilGrowing energy need is obvious considering the increasing population, industrial development, together with today's fossil fuel based living conditions. Within this framework renewable energy transition is inevitable in search for a long-term solution to this growing energy need. However, several public oppositions are encountered during such transition processes. This study focuses on the wind energy - an important source of renewable energy - in case of Izmir which is the leading city in Turkey in terms of number of wind farms as well as intensive public oppositions. Study reveals social sensitivity areas of wind energy production regarding natural environment and economic life (agriculture, animal husbandry), sensory (effect on visual integrity, noise), health (effect on human health), technological (magnetic field and turbine number) issues. The study reveals individual and collective perceptions about the sensitivity areas, on the other hand, there is an opinion that does not consider the expressed issues as a problem. The findings show the validity of social sensitivity, but also raise the possibility of making sensitivity assessment based on the thought that there is no such thing or what he heard from others. According to the findings of the study, increasing number of wind farms within the context of Izmir creates a "saturation" among the society about wind energy. In this respect, "minimum distance" criteria should be determined for the wind farm site selection to the areas where nature and human activities take place. "Cumulative effect" caused by the concentration of wind farms in a certain area should also be taken into consideration. Finally, public participation during these processes and being informed is urgent.Article Mekânsal Planlamada Deprem Riski ve İklim Krizini Birlikte Ele Almak(2021) Peker, Ender; Orhan, EzgiDoğal ve insan eliyle üretilen tehditler karşısında kentlerin korunmasızlığı giderek artmaktadır. Bulundukları coğrafyaya göre kentlerimiz deprem, çığ, heyelan gibi doğal tehlikelerin yanı sıra iklim krizinin tetiklediği aşırı yağış, kentsel taşkınlar, sıcak hava dalgaları ve uzun kuraklıklara maruz kalmaktadır. Bu durum, kentlerin geleceği için beşeri ve doğal sistemlerin bir arada ele alınmasını, ortak stratejiler geliştirilmesini gerekli kılmaktadır. Ancak, Türkiye planlama pratiğinde, iklim değişikliği eylem planı ve deprem stratejisi eylem planı gibi mekânsal planlamayla doğrudan ilişkili olan stratejik belgeler, çoğunlukla birbirinden bağımsız ve planlamadan kopuk olarak üretilmektedir. Bu çalışma, deprem ve iklim konularına duyarlı bir planlama yaklaşımının birlikte kurgulanması gerekliliğini savunmakta ve bu doğrultuda bütüncül bir planlama yaklaşımı ortaya koymaktadır. Bu amaçla, çalışmada öncelikle, deprem ve iklim konularının ülkemizdeki planlamaya ilişkin kanunlarda ve ulusal eylem planlarında nasıl yer bulduğu incelenmiştir. Ardından, Mekânsal Planlar Yapım Yönetmeliği’yle tanımlanan farklı ölçeklerdeki planlar için deprem ve iklim konularının birlikte girdi yapabileceği alanlar tespit edilmiştir. Buradan hareketle, bölge, kent, mahalle ve yapı ölçeklerinde deprem riski ve iklim krizine birlikte yanıt veren planlama stratejileri önerilmiştir. Farklı stratejiler arasındaki olası sinerji ve çatışma alanları tartışılmıştır. Turkey exemplifies the case with its experience in the 1999 Izmit earthquake. The policies applied following the 1999 trajectory to create a safer built environment incorporated resettlement and reconstruction efforts, yet businesses were largely unregulated by local and national governments during the recovery process which leads to development of their own adaptive strategies to survive after the disaster. This paper aims to analyse the adaptation strategies of private enterprises in the face of disasters. In this respect, a case study research was undertaken in Adapazari, Turkey to inquire their adaptive strategies after the disaster with respect to the independent variables of business size and occupancy status. This paper contributes to the field of disaster studies by showing businesses’ adaptive capacities that enable them to survive following a disaster. The key findings of this study present that businesses adapt for survival after a natural disaster in accordance with their business size and occupancy status. Although small firms and lease-holder firms challenge with organizational and financial problems, they are able to develop locational strategies which increase their survival change and adaptability against their larger and owner occupied counterparts.Article Citation - Scopus: 1Disaster Management of Hotels: Empirical Results From the Lodging Industry(Routledge, 2022) Orhan, E.Among other business types, hotels serving as temporary accommodation for visitors with solid ties to local conditions present unique hazard-prone characteristics, and show vulnerabilities based on their location. Departing from the significance of the topic for the Turkish case, this paper focuses on the risk perception and responsiveness of the lodging industry. In doing so, an empirical study was carried out in Ankara city. Data from 75 hotels were gathered via a questionnaire designed to identify their locational attributes and operationalized by multiple logistic regression analysis. A collaboration among local citizens, civil society institutions, and community organizations of the case study area formed the Beyoglu Neighborhood Associations Platform and searched for opportunities to reproduce neoliberal priorities and policies. All rights reserved.Article Afet Sonrası Hanehalklarının Yer Seçim Kararları ve Kentsel Dirençlilik: Değirmendere Örneği(2019) Orhan, Ezgi; Keskinok, ÇağatayBu çalışma ile, afetlerin hemen sonrasında acil durum koşullarında hanehalklarının afet bölgesinde kalma veya alanı terk etme kararlarının kentsel dirençliliğin inşasında önemli bir unsur olarak görülmektedir. Bu çalışmanın amacı, afete maruz yerleşimlerde yaşayanların afetin hemen sonrasında yer seçim kararlarını ve beklentilerini irdeleyerek kentsel dirençlilik üzerine bir tartışma yürütmektir. Çalışma, 1999 Depremi’nin etkilerinin yoğun olarak görüldüğü Değirmendere kenti örneğinde afeti yaşamış hanehalklarını temel almaktadır. Çalışmada, Orta Doğu Teknik Üniversitesi Şehir ve Bölge Planlama Bölümü 1999-2000 ders yılı 2. sınıf Planlama Stüdyosu’nda yürütülmüş olan Değirmendere Planlama Projesi kapsamında gerçekleştirilmiş hanehalkı anketlerinden yararlanılmıştır. Depremin hemen ardından Ekim 1999 tarihinde çadırkentlerde ve yerleşik konut alanlarında yaşayan toplam 490 hanehalkına uygulanan anket çalışması stüdyo projelerinin bir parçası olarak saha araştırması yoluyla elde edilmiştir. Anketlerde afete maruz kalmış nüfusun genel demografik niteliklerinin yanı sıra hasar düzeyi, alınan yardım türü ve taşınma istekleri sorgulanmış, yanıtların betimsel istatistikleri çıkarılmıştır; ancak çalışmanın yapıldığı dönemin koşulları göz önüne alındığında afetzedelerin anket sorularının tamamını yanıtlayamadığı görülmektedir. Nüfusun yaklaşık % 10’luk büyüklüğüne ulaşan bir örneklemde uygulanan anket çalışmalarında tespit edilen afet bölgesini afetin hemen sonrasının koşullarında bile terk etmeme isteği, alanın yeniden inşası için en önemli itici güç olarak görülmelidir. We worked with him\rfrom time to time and gave joint products. In paper; \"Eskisaray and Kale Neighborhood Conservation Plan\rDecisions\" in force in the First Degree Archaeological, Urban - Archaeological and Urban Sites, where\rMustafa Akpolat did his \"Art History\" research, and in this context, \"Niğde Castle and Its Surroundings\rHistoric Environment Protection Decisions and Special Project Areas” will be discussed briefly. In order to\rcarry out on-site investigations for field research during the planning process, field studies were carried out in\rNiğde with the participation of architects, city planners specialized in conservation, art historian and\rrestoration experts. Maps, plans, conservation board decisions, correspondence and other relevant\rinformation and documents regarding the Niğde Castle protected areas were collected from the Municipality,\rthe Governor's Office and the Nevşehir Conservation Board. In this article, the Conservation Plan Decisions\rand Special Project Area Decisions developed for the \"Revision of the Niğde Castle, Archaeological, Urban-\rArchaeological and Urban Sites Conservation Development Plan\" are summarized. Niğde Castle and its\rimmediate surroundings should be preserved and transferred to future generations with the cultural heritage\rand archeology values that have thousands of years of history and historical housing texture. In this regard,\rNiğde Municipality and Conservation Boards, the implementers of the Conservation Plan, have a great\rresponsibility. Niğde Municipality is the most important local unit responsible for the protection, restoration\rand environmental arrangements of cultural assets through receiving the necessary technical and financial\rsupport from the Ministry of Culture and Tourism and the Nigde Governorate. Collaboration with nongovernmental\rorganizations should be undertaken to inform, raise awareness and financial support of the\rpublic
