Master Thesis Development of e-government application to manage patients’ information: a case study of health sector in Mosul - Iraq(2013) Jallood, JwanThe introduction of information and communication technologies in all government aspects is the goal of many of the countries that look for progress and advancement. Such goal has been associated with the use of information technology in government agencies, a case that leads to the emergence of a new concept called e-government. This concept would redevelop the government apparatus, and thus, the adoption of a new operation method of service within the institutions of the state is to guarantee the individuals with speed, efficiency, increased transparency and efficiency in the management of state services. The most important services that concern us most here are the services that are found in the health sector. In this regards, the adoption of e-governance in Iraq is a process of change that will help to expand the areas of citizens and businessmen to participate in a new economy based on knowledge. In order to get the full potential of e-government, a new electronic system that offers the e-government services must be developed. One of the most important e-government applications that elevate the work of the health sector in Republic of Iraq for the better is the Patients Management Information System, which is expected to be useful in many areas; to increase effectiveness, efficiency, speed, accuracy, experience, communication, etc., The application is expected to reduce the number of operational factors, including the cost, time, medical errors, diagnosis and therapy, and to save space and the ability to transfer patient data
