Article Building a Framework for Analysing the Quality of Life at Neighbourhood Level: an Empirical Case From Ankara(Penerbit Univ Sains Malaysia, 2020) Kahraman, Z. Çankaya ÜniversitesiThis article aims to analyse the indicators of quality of life (QoL) in a regeneration area in line with the subjective evaluations of neighbourhood residents. To this end, a total of 359 respondents were selected by random sampling in the Akpinar neighbourhood, Ankara, Turkey which was inhabited by squatter settlements and subjected to urban regeneration resulting in a substantial change in its physical, social, spatial and demographic structure. The neighbourhood was challenged by a landslide after the urban regeneration which affected the satisfaction levels of residents and constituted a contradiction for regeneration efforts. It is hypothesised that the QoL of neighbourhood residents is affected by the factors of quality of the built environment, public spaces, social environment, natural environment, services and facilities and safety. The findings indicate that neighbourhood level QoL is positively associated with the width of streets, adequacy of parking lots, adequacy of cultural facilities, adequacy of sewage and drainage systems, discreetness of inhabitants and peace and calmness in the neighbourhood. This study analyzes the curriculum development efforts in a participatory point of view and the findings of the first stage by providing insights for the next step of the process. As a result of the consensus among professors and questionnaire, program qualifications have been identified and listed. Assessment of questionnaires conducted to students and graduates revised these qualifications. These new qualifications specifically involve the subject-specific ones related with the fundamentals of design processes, history and technical topics of interior architecture; design and construction issues. Çankaya ÜniversitesiThis study investigates the impact of the COVID-19 pandemic at the neighbourhood level on the everyday life practices of Syrian refugees and the potential reasons for virus transmission in their settlements. It is based on fieldwork in an ethnic enclave of Ankara, which revealed comparative insights into everyday life practices of Syrians before and after the outbreak, their perceptions, reactions and strategies towards the pandemic and its countermeasures. Their religious beliefs, socio-cultural structure, social networks and economic struggles have significant effects on their perceptions and practices in pandemic times; together with their living and working conditions, this may create risks of virus transmission. The degradation in their employment status, interruptions in donations and increase in expenditures resulted in decreases in living standards. Çankaya ÜniversitesiAmong other business types, hotels serving as temporary accommodation for visitors with solid ties to local conditions present unique hazard-prone characteristics, and show vulnerabilities based on their location. Departing from the significance of the topic for the Turkish case, this paper focuses on the risk perception and responsiveness of the lodging industry. In doing so, an empirical study was carried out in Ankara city. Data from 75 hotels were gathered via a questionnaire designed to identify their locational attributes and operationalized by multiple logistic regression analysis. Çankaya ÜniversitesiThis paper presents an attempt to initiate community empowerment within the participatory neighbourhood upgrading context of the S,engul Hammam Neighbourhood (I_stiklal). We adopted the Participatory Action Research methodology, which aims to generate knowledge meaningful for the community towards upgrading and revitalizing the neighbourhood. Respectively, a series of workshops, focus groups, and community activities were implemented in parallel processes with different neighbourhood groups. In order to change the situation in the neighbourhood, the inquiry began by mobilizing neighbourhood stakeholders and planning the future with primary school children. Later, this gained the active support of parents, women, the municipality, local leaders, and civil associations, and led them to take collective action over garbage collection, cleaning up the neighbourhood and building a playground-park. The mayor at the time of the research showed interest in I_stiklal but did not or could not give any financial or political support to upgrade the physical setting as a whole. The lack of support from the municipality in that regard and the neighbourhood being left to its own destiny caused a gradual dilapidation and loss of historic and cultural values. Çankaya ÜniversitesiThis study aims to examine the effects of the coronavirus pan-demic on Syrian refugees at the neighbourhood level within the framework of perceptions, personal protection experiences, economic and social structure, and practices of neighbourhood usage. The major data source of this qualitative study included in-depth interviews with Syrian refugees living in Ulubey-Onder Neighbourhoods (Ankara). The findings displayed the effects of the pandemic on Syrians and their settlements, and a compari-son before and after the outbreak. The study demonstrated that the effective information sources of Syrians are composed of so-cial and communicational networks, and social media platforms. Their religious beliefs and social and economic needs both shape their perception on not being contaminated, and explain their reaction towards and resistance to respect the measures of the outbreak. Their lack of knowledge on available health services, attitudes of ignoring the use of face masks and social distanc-ing rules, family structures, and living and working conditions in-crease the risk of the spread of the virus. Although the crowded streets proved that human movement and commercial vitality in Syrian settlements continue as it was before the pandemic, the family incomes and standards of living diminished due to laid offs and limited access to donations of NGOs. This led to empowerment of solidarity networks and social relations in the area. Çankaya ÜniversitesiThis concluding chapter focuses particularly on the period, which starts with the 2002 general elections, covering almost the last 15 years of the country. In this period, Turkish cities have experienced significant spatial and social transformations. This raises a number of issues and challenges for urban and regional planning in Turkey. The current urban and regional planning agenda worldwide covers dozens of topics. ForTurkey, three issues have become prominent: (i) actors (and institutions) other than planners (and planning) that have control capacity in the production and transformation of the built environment, and adverse effects of their actions on the integrity of urban plans and the control capacity of urban planning, (ii) the need to achieve resilient, safe, and sustainable urban environments, and (iii) consequences of population growth and the spatial expansion of cities as well as the problems stemming from the current efforts at urban transformation. Çankaya ÜniversitesiFollowing the 1999 Earthquakes stricken Marmara Region, as the most populated, urbanized and industrialized region of the country, large-scale recovery efforts have been initiated; and in addition to central and local administrations, many institutions and civil societies have become the part of these studies. However, in the face of the devastating effects of the 1999 Earthquakes, significant steps have been taken in legal framework due to its limitedness in guiding disaster policies. Besides, development of the risk management approach at the international level has triggered countries to review their policies and legal regulations shaping their disaster management. Based on this need, the study examines the legislation that shapes the disaster policies and guides spatial planning in our country and its change in the meantime. The legal regulations that have been added to the urban planning legislation in the last 20 years for the purpose of risk mitigation have been discussed. To this end, Article 73 of the "Municipality Law" (no. 5393), "Law on Conservation of Deteriorating Historic and Cultural Property through Renewal and Re-use" (no. 5366), "Law on the Transformation of Areas at Disaster Risk" (no. 6306), and Temporary Article 16 of Development Law (no. 3194) (Peace of Reconstruction) are determined as the main regulation shaping policies for reducing urban risks, and evaluated within the scope of the study. Çankaya ÜniversitesiDespite global policies advocating risk reduction and community level recovery, post-disaster implementations usually focus on households, but fail to focus on businesses in spatial terms. Due to the lack of appropriate policy and tools, businesses often make their own location choices as part of their recovery strategy. In view of this, this study aims to establish the factors affecting the location choices of businesses challenged by disasters in the absence of any specific spatial strategies designed for them. In order to determine these factors, empirical research was conducted in Adapazari, Turkey on 232 firms selected as a result of a stratified random sampling procedure. According to the analysis of the results, the most notable impacts on business location choices after a disaster shock are associated with occupancy status, education level, and extent of damage. Çankaya ÜniversitesiAkşam ve gece saatlerindeki eğlence amaçlı kullanılan aktivite mekânlarının dağılımı, organizasyonu ve karakteri uygulanan politika ve planların yanı sıra kullanıcıların tercihlerine göre biçimlenmektedir. Başta genç nüfus olmak üzere, kullanıcıların istek ve talepleri doğrultusunda şekillenen gece aktivitelerinin mekânsal organizasyonu ve karakteri merkezi iş alanlarının gelişiminde ve merkezlerin canlılığında etkili bir role sahiptir. Çalışmanın amacı, gençlerin kent merkezlerini gece saatlerinde kullanımları konusundaki tercihlerini analiz ederek, kentin merkezi iş alanlarının gece peyzajını ortaya çıkarmaktır. Ankara’nın farklı merkezi alanlarındaki gece kullanım tercihlerini belirlemek üzere üniversite düzeyinde öğrenim gören gençlerle yüz yüze anket uygulaması yapılmış, seçilen örneklemde yer alan 250 üniversite öğrencisinin tercihleri araştırılmıştır. Gençlerin eğlence mekânlarının yoğunlaştığı ve çeşitli gece aktivitelerine ev sahipliği yapan kent merkezlerine yönelik kullanıcı profiline göre farklılaşan bir gece algısına sahip oldukları ortaya konmuştur. Kullanıcı profili yanı sıra, her bir merkezi alanın gece aktivitelerine dair farklı avantaj ve dezavantajlara sunmasından dolayı da gençlerin tercihlerinin değiştiği tespit edilmiştir. Bir müddet sonra sığınmacıların birkısmı farklı Avrupa ülkelerine dağılmış olsalar da büyük bir çoğunluğu, özellikle Hatay, Şanlıurfa, Adana, Ankara ve İstanbul’ayerleşmişlerdir. Bu durum, sığınmacıların bütünleşmesi ve kentlerin bu kitlesel göç hareketi için hazır hale getirilmesi konularınıgündeme getirmektedir.Çalışmada, Suriyeli sığınmacıların, sosyo-mekânsal bütünleşme süreçlerinin parçası olarak yerleştikleri bölgelerde ve konutalanlarında yaptıkları uyarlamaların araştırılması hedeflenmiştir. Bu doğrultuda, Ankara/Altındağ ilçesine bağlı Önder Mahallesi’ndeyaşayan Suriyelilerin kültürel aktarımlarının ve gündelik ihtiyaçlarının mekânsal yansıması olarak mahalledeki konutlarınındış mekânında yaptıkları uyarlamalar incelenmiştir. Suriyelilerin kendi yaşantılarından yeni yaşam alanlarına ne tür aktarımlaryaptıklarını ve konut dış mekânındaki değişiklikleri belirleyebilmek için öncelikle Suriye’deki yaşantıları araştırılmıştır. Çalışmada,mahalledeki mekânsal değişimi saptamak için temel olarak yerinde yapılan gözlemlerden, Suriyelilerin kendi ülkelerindeki yaşambiçimlerini ve mekânsal yansımalarını anlayabilmek için de yazın ve görsel doküman tarama tekniklerinden yararlanılmıştır.Bunlara ek olarak, mahalle muhtarı ile mülakatlar ve alanda yaşayan Suriyelilerle resmî olmayan görüşmeler yapılmıştır. Bilgitoplama sürecinde edinilen görseller üzerinden yapılan karşılaştırmalar ve bunların alan çalışması ve yazın taramasından eldeedilen verilerden yola çıkılarak yorumlanması alan çalışmasının esasını oluşturmaktadır. Çalışmanın bulguları Önder Mahallesi’neyerleşen ve giderek nüfusları artan Suriyeli sığınmacıların zaman geçtikçe bu bölgeyi kendi gündelik yaşamlarını ve yaşamtarzlarını devam ettirebilecek bir yer haline getirdiklerini, bu süreçte konut dış mekânında kendi imkân ve emekleriyle yaptıklarıuyarlamaların etkili olduğunu göstermektedir. Çankaya ÜniversitesiWithin the last decade, resilience has become both a major planning framework and a development goal for cities and regions facing a plethora of problems in different fields and at different scales. This chapter aims to identify the challenges that await governments when they integrate a resilience thinking framework into their planning systems. The chapter first provides a short explanation on the significance of resilience planning and then outlines a structural model for incorporating the social, economic, political, and institutional requirements in resilience thinking in city and regional planning. Next, the chapter provides a short analysis of the Turkish planning system to reveal its inherent problems and the issues that are likely to be most challenging in a shift towards resilience planning. Finally, based on the provided analyses, the chapter provides a critical discussion on the challenges in operationalizing resilience planning in the Turkish context. Çankaya ÜniversitesiIn migration literature, the growing interest in the localized and subjective forms of refugee emplacement in urban areas following the influx of Syrian refugees has brought along new debates on how to approach the location choices (LC) of refugees. Accordingly, in this study, we investigated the different dimensions of Syrian refugees' location choices at the urban/neighbourhood level. Specifically, we aimed to understand the dynamics behind the growing tendency among Syrian refugees in Turkey to settle in neighbourhoods that are close to inner-city industrial sites by conducting two case studies in the Onder neighbourhood of Ankara and the Yunusemre neighbourhood of Izmir in a comparative manner. From the twenty-three interviews conducted with Syrians, we uncovered the themes of LC and categorized them in accordance with the dimensions of LC addressed in the literature. We identified three main dimensions that affected Syrians' location choices at the neighbourhood level as: economic (the availability of job opportunities, public and commercial services, the affordability of accommodation), socio-cultural (the existence of co-ethnics, kinship/ethnic relations) and socio-spatial (proximity to the city centre, transportation, public and commercial services, workplaces). The buildings and urban plans transmitting the foundation ideals of Republic together with modernity have contributed to the creation of national sovereignty and a modern society. Divergence from the planning and architectural approach to that period and becoming the target of the political structure of particularly post 2000s caused the formation of a new expression in space. Yusuf Batur Vocational High School's Stone Ateliers have been one of the places enabling to read the process; it was symbolized with early Republican Period, left in time, and finally intended to be deleted from the social memory by collapsing. Çankaya ÜniversitesiBu çalışmada bir işçi kooperatifi tarafından inşa edilmiş, Ankara Altındağ Belediyesi Altınpark Mahallesi sınırları içinde bulunan Türk-işBlokları’nda konut memnuniyeti ve kentsel dönüşüme ilişkin eğilim incelenmiştir. Alan 2013 yılında riskli alan ilan edilmiştir. Dönüşümüsözkonusu olan alandan ve mevcut konutlardan hangi unsurlar dolayısıyla memnun olunup olunmadığı ve kullanıcıların kentsel dönüşümü isteyip istemedikleri yapılan saha araştırması ile ortaya çıkarılmaya çalışılmıştır. Araştırmanın veri toplama yöntemini alanda yaşayanlarla gerçekleştirilen derinlemesine mülakatlar ve anketler oluşturmaktadır. Çalışmada konuta, konut çevresine ve konut kullanıcılarınadair nitelikler açısından bir sorgulama gerçekleştirilmiştir. Bulgular yaşanılan konutlardan ve alandan memnun olanların oranının oldukçayüksek olduğunu, bu memnuniyetin yaş ve oturma süresi arttıkça arttığını göstermektedir. Nüfusun homojen ve istikrarlı oluşu konutlarınıihtiyaçlarına göre düzenlemelerine, alanda mekânsal, sosyal ve duygusal bir bağ kurulmasına imkân vermiştir. Mahalle kimliğine sahipalanın en güçlü yanları komşuluk ilişkileri, kentsel hizmetlerin erişilebilirliği, yeterliliği ve yeşil alan dokusudur. Konutlarda tesisat, alandaise spor/kültür tesislerinin yetersizliği ve son zamanlarda gündeme gelen güvenlik ve otopark sorunu dışında memnun olunmayan birkonu yoktur. Alanda kentsel dönüşüm isteyenlerin oranı istemeyenlerin oranından düşüktür. Dönüşümün gerçekleşmesini isteyenlerin isedönüşümden beklentileri oldukça yüksektir. This study is shaped around the research question of how urban hotels appreciate their locational attributes considering their operationality. By this way, it is aimed at establishing the location de-cisions of urban hotels, and the interaction between their spatial distribution and urban space. A structured questionnaire was conveyed to a sample of 75 hotels operating in Ankara city to inquire about their locational attributes. Results show that hotels commonly accompany with the business functions and their operability are affected from the urban spatial structure. The analysis provides a basis to discuss the attributes of urban location on the business operations of lodging industry by presenting an empirical assessment, and an insight to both potential entrepreneurs and decision-makers in developing a policy framework for hotel investors' needs, de-mands, and site-specific problems.Book Part Citation - Scopus: 2A New Framework for a Resilience-Based Disaster Risk Management(Springer International Publishing, 2021) Galderisi, A.; Altay-Kaya, D.; 54723; 01. Çankaya ÜniversitesiThis chapter aims at providing hints to improve existing frameworks for disaster risk management based on a review of the main documents framing disaster management within the last two and a half decades and with reference to the potential contribution of resilience thinking. The evolution path of disaster risk management shows that, although some progresses have been made, there are still numerous gaps to be filled. On the opposite, focusing on the increasing convergence of resilience and disaster studies, it emerges that a resilience-based approach could still provide significant theoretical and operational inputs towards an improved disaster risk management. In particular, this chapter emphasizes the potential contribution of resilience thinking in developing a new framework for guiding disaster risk management capable of (1) taking into consideration the rapidly changing risk landscapes due to the interplay between climate change and the consequent increase of hazardous events, urbanization patterns and the complex interrelationships among them; (2) shifting from sectoral approaches to disaster risk reduction (DRR) towards integrated approaches and cross-sectoral strategies and tools; (3) embracing transformational perspectives to significantly reduce disaster losses and achieve sustainability goals; (4) improving learning capacity through the setting up of continual learning processes; (5) emphasizing the role of spatial and land use planning for DRR; and (6) developing more innovative governance models based on collaboration, shared responsibility and active engagement of the stakeholders. © Springer Nature Switzerland AG 2021.
