    This study is designed to be a guide for Geographical Information System (GIS) about Emergency Management System (EMS) applications. The purpose of this study is to give background information about Geographic Information System (GIS), to show how to develop a GIS application step by step, and to analyze the benefits of performing GIS technology to emergency management in a general context. This study also provides an example application on how the Emergency Services can use GIS in emergency response. Moreover, in this study to find the shortest path between two points in a very short time Djikarta Algorithm, which is one of the most important algorithms in this field, was used.
