Article 1980 Sonrası Türkiye’de Uygulanan Teknoloji Politikaları ve Türkiye Açısından Teknolojik Gelişme Göstergeleri(2020) Dinç, Dilek Temiz; 52039Günümüzde sürdürülebilir bir büyüme ve kalkınma için iyi planlanmış ve uygulanmış bilim ve teknoloji politikalarına ihtiyaç duyulmaktadır. Özellikle 1980 sonrasında dışa açılmayla birlikte teknolojik gelişmelere daha fazla önem verilmeye başlanmasından dolayı, bu çalışmada ilk olarak 1980 sonrası Türkiye’de uygulanan teknoloji politikaları beş yıllık kalkınma planları çerçevesinde incelenmiştir. Bilim ve teknoloji politikaları bir girdi olarak kabul edilirse, teknolojik gelişme göstergeleri bir çıktı olarak kabul edilebilir. Bu bakımdan çalışmanın ikinci kısmında, Türkiye için teknolojik gelişme göstergeleri bağlamında genel bir değerlendirme yapılması amaçlanmıştır. Çalışmadan, Türkiye’nin diğer dünya ülkeleriyle rekabet gücünü artırması yolunda, üniversite-sanayi işbirliklerine daha çok önem vermesi, Gayri Safi Yurtiçi Hasıladan (GSYH) Ar-Ge faaliyetlerine daha çok pay ayırması, Ar-Ge araştırmacı sayısını arttırması, patent sayılarını arttırabilmek için bu konudakiteşvik uygulamalarının yeniden ele alınması ve bütün bunlar içinde öncelikle kurumsallaşmış, gelişmelere ve değişmelere hızla uyum sağlayabilecek bilim ve teknoloji politikalarının oluşturulması ve hayata geçirilmesi gerekliliği sonucuna ulaşılmıştır.Conference Object Citation - WoS: 0Citation - Scopus: 0A case study: Internet based collaborative and cooperative learning(int inst informatics & Systemics, 2007) Demirbulak, Dilara; Aşkun, Ali Rıza; Demirbulak, Dilara; 56475; Ortak Dersler Bölümü; İngiliz Dili ve EdebiyatıThe Internet has improved the quality and quantity of communication all over the world by providing opportunity to electronically deliver and share knowledge instantly all over the world. As for the impact of this on education the ones relevant for this study are the need to integrate educational technology and collaborative learning into curriculum. This is the third phase of a longitudinal study. It was carried out at an English Language Teacher Training Certificate Program, "Methodology" course at a Higher Education institution. The same course was being given by one instructor to two different groups of learners who had not met each other. Each week a different method was focused on by different groups of learners. Each group presented the principles of the method using the method itself and then discussions were carried out. The presentations were video-taped and discussions were carried out based on key points presented via power-point. The learners in the two courses focusing on the same methodology were asked to interact by means of the internet and their output was evaluated, Based on the results of data gathered it could be said that virtual teams learner outputs were, effective and in some cases were more effective than the face to face teams.Article Citation - WoS: 2Citation - Scopus: 3A comparative civilizational reading for the Middle East and Turkey's new role in it(Routledge Journals, Taylor & Francis Ltd, 2016) Atac, C. This paper aims to introduce current arguments pertaining to the grand debate on civilization into the context of the Arab Spring. In doing so, it seeks to offer a comparative perspective of the quest for understanding the current situation in the Middle East with particular reference to the civilization discourse which is currently on the rise in Turkish politics. By adopting a descriptive approach with a content analysis, 221 articles with the keywords “sustainable development” in their titles are analyzed in the current study. This study argues that although developmental and environmental dynamics is crucial, however, organizational dynamics of sustainable development should also be emphasized in the tourism literature. As the populist foreign-policy visions, the byproducts of androcentric norm-creation, undermine the established rules for peace, diplomacy and co-existence in the international system, other experiences have faded away from the narratives that have defined and contributed to foreign policies. The accelerating urgency of the national security agendas of the hypermasculine states seek to cancel feminist definitions, practices and theories for the sake of physical force and state control. Nevertheless, more than any other period in history, it is these conflicting times that necessitate Cynthia Enloe's 'curious feminist' questions the most. Turkish foreign policy of the last decade has become a quintessential example of hypermasculine hegemonic masculinity, especially within the context of the S-400 crisis with the US, NATO and Russia; its feminist critics are distressingly rare. This paper aims to offer an alternative reading of Turkey's S-400 saga from a feminist perspective to contribute a Turkish case to feminist International Relations. First a definition of feminist International Relations will be provided. Then, the hypermasculine character of the Turkish hegemonic masculinity and its reflection on the current Turkish foreign policy will be analyzed. In this method, locally linear controllers are extracted and translated into the first-order Takagi-Sugeno rule base fuzzy model. In this extraction process, the region of fuzzy subspaces of available inputs corresponding to different implications is used to obtain the clusters of outputs of the queuing system. Then, the multiple regression functions associated with these separate clusters are used to interpret the performance of queuing systems. An application of the method also is presented and the performance of the queuing system is discussed. Copyright © 2013, IGI Global.Article Citation - Scopus: 2A Nonlinear Analysis of Weak Form Efficiency of Stock Index Futures Markets in Cce Emerging Economies(2012) Karadagli, E.C.; Donmez, M.G.; 17735Futures markets, through carrying considerable impact on the spot market, serving such functions as price discovery and risk reduction for all market participants, and providing beneficial effects on the economic growth process especially in emerging countries, appear to be a vital part of a well-functioning economy. Accordingly, this paper examines weak form futures market efficiency of five CEE Emerging Economies. For this purpose, besides the traditional unit root tests, to account for nonlinearities in financial data, we employ nonlinear unit root tests along with their panel extensions. The results suggest that although the examined markets are efficient in linear sense, inefficiencies prevail when we account for nonlinearities. These findings imply that the examined countries, especially Poland and Turkey, need to take precautions to overcome the obstacles in their prevailing market structures, especially inherited in the sources of nonlinearity in the financial data, and to ensure a more efficient futures markets. © EuroJournals Publishing, Inc. 2012.Article Citation - Scopus: 8A Poisson process with random intensity for modeling financial stability(Ediciones Doyma, S.L., 2016) Ilalan, D.; İlalan, Deniz; Bankacılık ve FinansStock market crashes are hazardous for financial stability and usually modeled via Poisson processes having a predetermined fixed intensity. This study uses a more general framework by allowing the intensity to be random in order to model rare events called the “unpredictable unknowns”. Three stock indices, namely Japan Nikkei 225, US Dow Jones Industrial Average and Turkish BIST 100 are analyzed. Simulation results indicate that in stable markets, we encounter fewer unpredictable unknowns compared to unstable ones. During the study, companies developing enterprise resource planning (ERP) software were contacted and asked questions oriented to reveal the contribution of current enterprise resource planning software in supply chain management and the opportunities they offer to users in terms of inventory planning. Interviews were made using one or more of the interview techniques of electronic mail, telephone or one-to-one interview. Through these interviews, it was attempted to determine the estimation and planning capabilities of the existing ERP software and draw an inventory of the solutions currently offered to users that will meet the varying demands of the companies operating in the retail sector. Çalışma koşulları uzun süreli ve yoğun çalışma nedeniyle günümüzde de önemini korumaktadır. Bu çalışmada, Ankara’da gıda perakendeciliği alanında faaliyet gösteren bir işletmenin 196 çalışanını kapsayan örneklem için çalışma koşullarının çalışanların işten ayrılma niyetleri üzerindeki etkisi ile bu değişkenler arasındaki ilişkide çalışanların tükenmişlik seviyelerinin aracılık etkisi incelenmiştir. Uygulanan anket çalışmasından elde edilen bulgulara göre; çalışma koşullarının ‘yoğun fiziksel çaba gerektiren koşullar’ boyutunun çalışanların hem işten ayrılma niyetlerini hem de tükenmişliklerini etkilediği; ‘ergonomik olmayan koşullar’ ile ‘monotonlaşma’ boyutlarının ise çalışanların işten ayrılma niyeti üzerinde pozitif etkisinin olduğu belirlenmiştir. Among these predictors, mobbing behaviour can be disruptive in the workplace since workplace deviance is a matter which most organizations wrestle today. Organizational commitment is an important variant for employees to achieve organizational success whereas ethical climate is the picture of an organization which demonstrates its' moral philosophy. This study examines the main effects of ethical climate, mobbing, and organizational commitment in predicting turnover intention among the sample of 166 employees, working in a municipality, particularly in Istanbul province, Turkey. The findings indicate that mobbing affect turnover intention positively, while ethical climate has no effect in estimating turnover intention. Study results also suggest that commitment (continuance and affective) is also found to be negatively related to turnover intention of employees. In addition, for Generation-X members, continuance commitment and for Generation-Y members, affective commitment has a significant effect on turnover intention. (C) 2019 Published by Future Academy www.FutureAcademy.org .UKArticle Citation - WoS: 3Assessment of cluster potential and decision making criterion in the textile and apparel sector using the Analytic Hierarchy Process (AHP)(Academic Journals, 2011) Aluftekin, Nilay; Tas, Aysegul; Yuksel, Oznur; Cakar, Gulsen Erenler; Bayraktar, Fatma; 29252; 7239In this study, the potential of specific-sector clustering and the relevant decision-making criteria are identified for 10 provinces of Turkey based on the clustering approach and using the Analytic Hierarchy Process (AHP) and through one-to-one interviews and surveys administered on 2,327 firms active in the textile and apparel sector. When identifying this potential, the clustering tendencies of companies with input-output relations and included in the value chain were also used in addition to survey data. At the end of the study, according to the data obtained through the AHP and the surveys held in 10 provinces, two provinces came to fore, meeting the highest number of criteria in terms of clustering potential. These are the provinces of Istanbul and Gaziantep. The provinces of Izmir and Bursa were identified as being closer to having a clustering potential compared to other provinces. In addition, it is expected that this study will make a significant contribution to literature as this study uses the AHP method for the first time in identifying the potential of clustering.Article Citation - Scopus: 0Asymmetric Smooth Transition in Cds Spreads: Evidence From Latvia(Allied Business Academies, 2019) Akdoğan, E.C.; Akdoğan, Ece Ceylan; 17735; Bankacılık ve FinansThis paper investigates the predictability of CDS premiums and thus addresses weak form informational efficiency of CDS markets through examining the statistical properties of Latvian CDS spreads in-between 01:2006-08:2017 by concentrating on stationarity issues. The findings for the Augmented Dickey Fuller test fail to reject the presence of unit root indicating that the CDS market is weak form efficient while nonlinear tests of Kapatenios, Snell and Shin, and Sollis claim the opposite, demonstrating a smooth transition in general, and asymmetric smooth transition in particular. Additionally, the results of Perron and Zivot-Andrews tests identify no structural break as well for robustness. These results underline the necessity of accounting for nonlinearities in CDS premiums to grasp the predictability dynamics better. © 2019, Academy of Accounting and Financial Studies Journal.
