Americanization of Political Campaigns: a Comparison of the Cases of Forza Italia and the Young Party
(Turkiye Orta Dogu Amme Idaresi Enstitusu, 2010) Turk, Hasan Bahadir; Türk, Hasan Bahadır; Siyaset Bilimi ve Uluslararası İlişkiler
Similar to political institutions and structures, political campaigns have also undergone dramatic transformations. The Americanization of political campaigns, which are characterized by certain peculiarities, such as the personalization of politics, weakening of party organizations, wide use of media channels in the political marketing process, need for specialization, primacy of opinions over ideologies and conceptualization of citizens as policy consumers, is a by-product of these dramatic transformations. This paper aims to compare Forza Italia and the Young Party through the Americanization of political campaigns with special emphasis on the connection between the transformation of political campaigns and the crisis of representative democracy.

(Gunes Kitabevi Ltd Sti, 2012) Baştuğ, Gülbahar; Ozel-Kizil, E. Tugba; Bastug, Gulbahar; Erdogan, Seyda; Sakarya, Direnc; Durmaz, Nazli; Psikoloji
Introduction: Cohen-Mansfield Agitation Inventory (CMAI) is frequently used in patients with dementia for the assessment of agitation severity. This instrument is especially used in research investigating the severity of behavioral symptoms and their treatment responses. In this study, psychometric properties of the Turkish version of CMAI were investigated in patients with dementia (n=52). Materials and Method: CMAI-Turkish version was applied by face-to-face interview to the caregivers of dementia patients who were admitted to a geriatric psychiatry outpatient clinic. For validity, the correlations between CMAI total scores and Neuropsychiatry Inventory (NPI) total and subscale scores were evaluated. For internal consistency, Cronbach alpha value of the items was calculated. Results: CMAI scores were significantly correlated with NPI scores and Cronbach alpha value of the scale was high (0.89). Conclusion: Turkish version of CMAI is a valid and reliable tool for the assessment of the frequency and severity of agitation behavior. Further studies might evaluate inter-rater reliability of the scale in inpatients with dementia.

Experimental Study and Theoretical Investigation of High Temperature Proton Exchange Membrane Fuel Cell Micro-Cogeneration Application
(Turkish Soc thermal Sciences Technology, 2018) Yapıcı, Ekin; Devrim, Yilser; Ozgirgin Yapici, Ekin; Makine Mühendisliği
In this study, a house hold micro-cogeneration system is designed using high temperature proton exchange membrane (HTPEM) fuel cell. HTPEM type fuel cells gain the highest interest lately, due to their advantages in terms of increasing efficiency and power quality, reducing harmful emissions and flexibility of operation with respect to the other fuels. The micro-cogeneration system involves producing both electrical energy and hot water and/or vapor together in an economical way, utilizing single fuel (HTPEM fuel cells) for household applications. During the operation of the fuel cell, for high efficiency and stable power production, the access heat of the stack should be removed constantly and the temperature of the stack should be held stable. Heat recovered from the designed innovative cooling system is used for acquiring energy for heating water. This way, thermal efficiency is almost doubled compared to simple cycle. In the scope of this study, 225 W HTPEM fuel cell stack is designed and tested at 160 degrees C operation temperature with hydrogen gas and air. During operation, for homogenous distribution of temperature among the cells, for a short start up period leading to a fast required steady state temperature and for constantly removing the access heat produced in the cell, the cell stack is cooled by using a cooling fluid (Heat Transfer Oil 32- Petrol Ofisi). Selection of insulation material type and thickness for the cell stack is done using natural convection and radiation loss calculations. For the most efficient operating conditions, micro-cogeneration system water inlet and exit temperatures, water and cooling fluid flow rates, convenient pipe diameter and pump power calculations are done to finalize the design. With the cogeneration system designed during the studies, by recovering the access heat of the insulated HTPEM cell stack, district water with initial temperature of 15-20 degrees C is heated around 50 degrees C. Data gathered during studies indicate that fuel cell micro-cogeneration application is highly viable.

The Problem of Checking The Political Power in The Tradition of Siyasat-Nama: The Case of Nushatu's-selatin
(Turkiye Orta Dogu Amme Idaresi Enstitusu, 2017) Turk, Hasan Bahadir; Türk, Hasan Bahadır; Siyaset Bilimi ve Uluslararası İlişkiler
The problem of how to be able to check the political power lies at the very heart of the historical debates over politics. This problem is part and parcel of another vital political problem that can be best described as the necessity of setting limits to the power of rulers. Accordingly, one might argue that checking the political power and setting limits to it are not basically and simply the same thing. This paper, moving from this assumption, attempts to shed some light upon the problem of checking the political power through the lenses of an Ottoman bureaucrat of the sixteenth century, namely, Mustafa Ali of Gallipoli. In so doing, the paper focuses on a text written by Mustafa Ali in 1581. The major argument of this paper is that Mustafa Ali's text, Nushatu'sSelatin (Advices to Sultans), which is an example of Siyasat-nama genre of books, deals with the problem of checking the political power with a particular emphasis upon three certain principles: Justice, fear of God and merit.

Ann and Anfis Performance Prediction Models for Francis Type Turbines
(Turkish Soc thermal Sciences Technology, 2020) Aylı, Ülkü Ece; Ayli, Ece; Ulucak, Oguzhan; Makine Mühendisliği
Turbines can be operated under partial loading conditions due to the seasonal precipitation fluctuations and due to the needed electrical demand over time. According to this partial working need, designers generate hill chart diagrams to observe the system behavior under different flow rates and head values. In order to generate a hill chart, several numerical or experimental studies have been performed at different guide vane openings and head values which are very time consuming and expensive. In this study, the efficiency prediction of Francis turbines has been performed with ANN and ANFIS methods under different operating conditions and compared with simulation results. The obtained results indicate that it is possible to obtain a hill chart using ANFIS method instead of a costly experimental or numerical tests. ANN and ANFIS parameters which effect the output, have been optimized with trying 100 different cases. 75% of the numerical data set is used for training and 25 % is used for validation as testing data. To asses and compare the performance of multiple ANN and ANFIS models several statistical indicators have been used. Insight to the performance evaluation, it is seen that ANFIS can predict the efficiency distribution with higher accuracy than the ANN model. The developed ANFIS model predicts the efficiency with 1.41% mean average percentage error and 0.999 R-2 value. To the best of the author's knowledge, this is the first study in the literature that ANN and ANFIS are used in order to predict the efficiency distribution of the turbines at different loading conditions.

Institutional Change in the Turkish Film Industry (1950-2006): Social Exclusion Impact of Globalization
(Ankara Haci Bayram veli Univ, 2011) Kalemci, Rabia Arzu; Kalemci, R. Arzu; Ozen, Sukru; İşletme
This study examines the impact of globalization on the organization of production chain in the Turkish film industry. Adopting the historical institutionalist approach, the study examines the institutional change in the organization of production, distribution and exhibition chain in the Turkish film industry for the period of 1950-2006. The main finding of the study is that as a result of opening up the industry to the foreign direct investment in 1989, the organization of production chain evolves from a network structure dominated by regional distributors to a hierarchical network structure dominated by the big US film companies. Another finding is that the multiplex type of film theaters particularly located in big cities emerges as a supplementary form to the theaters with single screen that has been widespread in the previous period. This leads to an increase in the number of cities without theaters. The study emphasizes that the social exclusion manifested by increasing 'theaterlessness' is inherent within the multiplex type of film theater diffused through globalization.

Damage Limits for Ductile Reinforced Concrete Shear Walls
(Turkish Chamber Civil Engineers, 2012) Gülkan, Hakkı Polat; Kazaz, Ilker; Gulkan, Polat; İnşaat Mühendisliği
Although the strain based damage limits proposed in the existing Turkish Earthquake Code were adopted from reported studies of leading researchers, the appropriateness of these limit state definitions and corresponding values to evaluate the performance with the analytical tools and methods used in the displacement based design and assessment procedures has not been verified properly. The moment-curvature analysis based on the plane section hypothesis is severely violated especially for reinforced concrete walls. This indicates that a comprehensive investigation is required to investigate the validity of proposed damage limits for structural walls. This study is based on advanced and computationally rigorous numerical procedures to investigate the relation between drift ratio, plastic rotation and curvature, compressive strain in concrete and tensile strain in steel for rectangular reinforced concrete structural walls. Validity of the requirements related to deformation limits in the Turkish Seismic Code and other design guidelines is then evaluated. Modeling and acceptance criteria that are more accurate than the existing ones have been proposed for structural walls.
