Vergi hukuku da devlet ile mükellef arasında kurulan bu vergi ilişkisinin hukuki dayanaklarını inceler. Kitap içinde konular; vergi hukukuna giriş, vergi hukukunun kaynakları, verginin tarafları, mükellefin ödevleri (vergi denetimi ve vergi hukukunda süreler konuları ile birlikte), vergilendirme süreci, vergi kabahat-suç ve cezaları, vergi alacağının güvence altına alınması, vergi uyuşmazlıklarının idare ile çözümlenmesi, vergi uyuşmazlıklarının yargı organlarında çözümlenmesi konuları olmak üzere dokuz bölümde incelenmektedir. Kitabın bu baskısında, daha önce bölüm sonlarında olan klasik ve test soruları bölüm içine, ilgili olduğu konunun yakınına taşınmıştır. Bu değişiklikle öğrenmenin etkinliğinin artırılması amaçlanmaktadır. Kitabın okunması esnasında, temel vergi yasalarının da el altında bulundurulması ve okunan bilgilerin buradan da kontrol edilmesi, öğrenmeyi daha da etkinleştirecek, aynı zamanda vergi yasalarını kullanma alışkanlığı kazandıracaktır.

    Public Finance Practices (a Comparison of the 1920-1950 Period with the Present)

    The model implemented in Turkey between 1920 and 1947 is similar to the ‘state capitalism’ model that China continues to apply today. This model prioritizes the national economy over foreign capital: it welcomes foreign investment to the extent that it contributes to the national economy. It is particularly unwelcoming to foreign capital that seeks to profit from interest or promote the consumption of goods from other countries. Today’s model, on the other hand, is a model of borrowing and selling off existing assets. This model serves more to increase the income and rents of dominant capital rather than contributing to the country’s development. For Turkey to return to its 1950 position (as the 10th largest economic power in the world) and subsequently aim for a place in the top 5, it needs to make significant improvements not only in public finance regulations but also in other areas such as education, law, human rights, and the separation of powers.
