    The NGO Forum

    This article examines the unique characteristics of the NGO forum as a networked organization, that is, an organization structure that relies on multiparty cooperative relationships between people across structural, temporal and geographic boundaries. It studies the working methodology of the forum to discover the knowledge creation process and how such an organization utilizes its experience and knowledge work to be a successful development partner with all concerned stakeholders. Moreover, communication among forum stakeholders is not the result of random, but deliberate interactions done in the manner of a community of practice (CoP), which in turn is a part of the epistemic community that is influencing the national, global policies on water and sanitation. The study also brings out that an “environmental information system” is very important for it to function as a networked organization. © 2025 Elsevier B.V., All rights reserved.

    Enterprise Architecture for Personalization of E-Government Services: Reflections From Turkey

    As there has not yet been enough work on enterprise architectures for fully integrated knowledge-based, highly-sophisticated (citizen-oriented) personalized services, this chapter aims to articulate a perspective to design architectures for the development and provision of sophisticated, personalized services. Doing so, the authors benefit from their knowledge and experience in the Turkish e-Government Gateway (eGG) and general e-Government services development and provision. First providing an introduction and background information, the chapter discusses the development of eGG services in Turkey, and then provides a visionary suggestion for knowledge-based personalized, citizen-centric e-Government. Among the suggested perspectives, an E-Citizen Decision Support System, and Entity-Utility and Information Flow Model could be useful for eGG development in Turkey and elsewhere. © 2025 Elsevier B.V., All rights reserved.

    Improving Kerberos Security System for Cross-Realm Collaborative Interactions: an Innovative Example of Knowledge Technology for Evolving & Verifiable E-Society

    In this paper, we clarify the role of authentication systems as building blocks for Knowledge Technologies that constitutes the basis of an evolvable and trustworthy e-society. Such frameworks support the trustworthy cross-realm collaboration and user-friendly service provision through proper measures of authentication, privacy, integrity and secrecy of information. We define the requirements that such authentication systems must fulfill. Then, we present Kerberos as a candidate. We overview the basic operations and the cross-realm authentication model of Kerberos. Then we present the XKDCP extension as a solution for scalability and reliability issues in Kerberos cross-realm operations. With the proposed enhancements , we have achieved our goal on selecting an authentication system that matches the requirements for evolvable and verifiable e-society. © 2007 IEEE.

    Knowledge visualization can be used in several fields from medical imaging to industrial engineering. Although there could be variety of applicable research areas, our consideration will be the tacit knowledge visualization in organizations. This proposal aims to suggest a study to develop a tacit knowledge visualization framework to support know-where requirements of the organizational knowledge. With the implementation of our framework in a software application, it is aimed to create a virtual environment, where subject-based knowledge requirements will be answered by the visualized tacit knowledge of individuals and possibly the relations among individual members of the organization

    Knowledge engineering and a proposed curriculum

    The drastic developments in computer, information and communications technologies during the second half of the last century have resulted an explosion together with the name of ‘internet’. It soon became clear, however, that the key to all these efforts and activities is the ‘knowledge’ itself. That is why ‘software engineering’ first, and later ‘knowledge management’ and ‘knowledge science’ disciplines drew attention during the last two or three decades. It soon became, however, clear that the key term should be the “knowledge engineering” to be able to build a bridge between various sciences and engineering disciplines such as computer science/engineering, software engineering, information science/engineering, knowledge science, knowledge management, business engineering, etc. In the study, after a brief introduction, the terms data, information and knowledge have been elaborated. Later, the terms science/engineering, business/management, knowledge management were studied, the content of “knowledge engineering” (KEng) as a new and different than expert systems development or knowledge based systems is defined next. Some of the prominent university degree programs in the world relevant to the terms have been reviewed a synthesis, a new undergraduate program under the title of “knowledge engineering” is proposed at the end of the study. The four year curriculum and its course outlines are presented in the thesis. It is obvious that this proposal will be realized depending on the conditions of the individual university who decides to adopt it and will be revised accordingly

    Tacit Knowledge Extraction for Software Requirement Specification (Srs): a Proposal of Research Methodology Design and Execution for Knowledge Visualization

    Knowledge extraction and visualization is becoming an important research area for the organizations in order to get and share the knowledge. Most important and useful part of the knowledge extraction and visualization is dedicated to tacit knowledge. There are already known methods to acquire the tacit knowledge. Yet, these methods are mostly general approaches applicable to all the areas in need of tacit knowledge extraction and become too abstract when applied to a specific domain. One such specific domain is the requirement specification process for the software project development. Our own experiences in the area as well as the scientific researches have shown that Software Requirement Specification (SRS) process has field-specific problems that need to be eliminated by using the suitable tacit knowledge extraction techniques. For example, the experts and/or users may not have a clear idea of their requirements. They may also be technically unsophisticated or have different vocabularies than the software developers. Benefiting from the existing body of academic literature in the related fields, as well as co-authors' experience from their domains of practice, this paper aims to find the concrete methods for extracting the tacit knowledge in the area of software project development with specific implications for these academic fields and practice domains, as well as more general suggestions for all related or concerned. To provide a base for future work, the paper also presents a proposal that aims to develop a tacit knowledge visualization framework to support know-where requirements of the organizational knowledge. Bu ihtiyaç nedeniyle doğan yeni bilim ve mühendislik disiplinlerinin gelişiminin aslında (veri, enformasyon ve bilgi ) üçlüsüne yönelik oluşumlar olduğu gözlemlenmektedir.Bu makalede bilgi sözcüğü bu üçlü için genel bir ad olarak kullanılacaktır. Bilgi disiplini bir taraftan, bu üçlü arasındaki bağların örgütler ve bireyler açısından ortaya koyulmasını amaçlar; açık ve örtük bilginin birbirine dönüşümünü sağlamaya çalışırken, diğer taraftan da ortaya çıkan yeni dallar ve var olan dalların bilgi temelli ilişkisini kurmaya yönelik çalışmalar yapmaktadır. Bu üçlünün ve bilgi disiplininin bilim / mühendislik, işletme / yönetim disiplinleriyle olan ilişkisi ve oluşturulacak bir bilgi mühendisliği lisans programının bu kavramlarla olabilecek ilgisi bu bildirinin konusudur.

    Topic Model Implementation To Find Related Documents In Corporate Archives In Real Life: “A Case Scenario On Knowledge Retrieval”

    Today’s organizations were mostly built over their documents. These documents are very crucial sources of knowledge. Even they know the existence of these documents, most of the time, it is nearly impossible to extract captive knowledge inside. In these conditions, organizations choose re-prepare same document again rather than finding proper documents in the archives. On the other hand, finding these documents would save precious time and decrease redundancy of the work. Topic model idea basically focuses on extraction of knowledge from these types of documents. In this study, our aim is to give a summary of Topic Model research and try to explain latest model concept over an imaginary case scenario
