    Don’t Give Up! Don’t Give In!” Gender in International Relations and “Curious” Feminist Questions

    In her recent book published after the election of Donald Trump as the US President in 2016, Cynthia Enloe argues that the patriarchy, similar to our smart phones, has updated itself as a reaction against the achievements of the second and third wave feminisms. The updated patriarchy has this time renewed itself through the beliefs and values about the ways the world works (2017). The competing foreign policies representing the hypermasculine hegemonic masculinity of the current world politics and its authoritarian leaders are the outputs of this new updated version of patriarchy. Enloe doubts that having gained sustainability with its updates, the patriarchy could be fought against simply with street demonstrations, as it was before. The patriarchy could be forced to retreat only by incessantly asking “curious” feminist questions that would expose all masculine patterns of life (2017). Continuously asking questions without giving up or giving in would make the patriarchy transparent and vulnerable. In the face of curious, non-stop questions from a gender perspective and the conscious use of the terms supporting gender equality, the patriarchy, albeit updated and sustained, does not stand a chance.

    AB’nin Normatif Kapasite Sorunu, Akdeniz için Birlik ve Türkiye

    Genel kanının aksine, 2008 yılında 43 ülkenin katılımı ile Barselona Süreci’nin yeni ayağı olarak başlatılan Akdeniz için Birlik (AiB) henüz Avrupa Birliği (AB) ve Akdeniz’deki muhatapları için tam anlamıyla başarısızlıkla nihayetlenmiş değil. Akdeniz ülkelerinin bile gündeminden düşen, finansal açıdan Barselona Süreci’nin 2006-2013 bütçesindeki payı ile yetinmek zorunda olan ve toplantıları katılım azlığı nedeniyle üst üste ertelenen AiB’nin mevcut haliyle üyeleri için parlak bir gelecek vaat etmediği kesin. Ancak, AB’nin Akdeniz Politikası tartışmalarının yarattığı ilgisizlik, bıkkınlık ve güvensizlik duygularından arındırılmış içeriğe odaklı bir bakış açısı, AiB’den ümit kesilmemesi, bu girişimin bölgeye uyum ve istikrar adına somut başarılar getirebileceği üzerine daha özenli düşünmemizi sağlayacaktır. “Arap Baharı” sonucunda gerçekleşmesi öngörülen politik ve ekonomik dönüşümün de AiB’in önemini arttırması beklenmelidir. Bu çalışma, somut projeler aracılığı ile yaratılan faydanın ölçülebilmesi ilkesi üzerine kurulan AiB’nin, onbeş yıllık Barselona Süreci’ne gereksinim duyduğu taze kanı sağlama olasılığının AiB ülkeleri, dolayısıyla Türkiye tarafından göz ardı edilmemesi gerektiğini savunmaktadır. Bu bağlamda, AB’nin normatif aktörlük kapasitesine referansla AiB’nin içeriği, nitelikleri ve potansiyeline odaklanarak Türkiye’nin sürece, sürecin Türkiye’ye katkılarını değerlendirmeyi amaçlamaktadır.

    Turkey’s New Vision for “Man’s Best Hope for Peace”: United Nations Reform and Reorganization of the Security Council

    The UN can never be anything but a mirror of the world as it is. It merely assembles together the multiplicity of individual national states with all their imperfections. If the states are bellicose, the UN will be full of bellicosity. If the world is a world of cold war, the UN will be a system of cold war (as in its first fifteen years) If the world is beset with nationalism, so too must the UN be. If there are conflicts and disagreements among continents, races or ideologies, these will manifest in the UN as well. It is no use blaming the UN, therefore, for deficiencies, which are those of the world it reflects. The UN is as good or as bad as the states, which compose it.1that each nation develop its peculiar genius to the fullest extent, and in order to be able to do this, let each nation become a member of a World-State under the guidance of a Central Court of Justice.     Truth, Truth-Telling and Gender in Politics: the "hillary" Experience

    Among the highest goals to be achieved by political feminism, a female US president has held an elusive but prominent place. Hillary Clinton's 2016 presidential campaign, which coincided with Wonder Woman's new post as the United Nations ambassador, has been the closest moment for this goal to be achieved. Clinton's inattention to truth-telling, the email interrogation pursued by the FBI against her and her failure to win the election, however, have in part resulted in the passing of that moment. This study, on this account, probes Hillary Clinton's candidacy for president in terms of women's historical relation with truth-telling and feminist standpoint. It argues that if Clinton had been more committed to the truth-telling principles and practices, her presidential campaign would have been a substantial contribution to historical and political feminism.

    Gender in the Context of the Middle East: the Case of the Taliban Rule in Afghanistan

    Bu çalışma, toplumsal cinsiyet eşitsizliğinin bir ülkenin gelişimine ve kalkınmasına etkisini açıklamak amacıyla ortaya konmuştur. Çalışmanın konusunu ise, kadınlara yönelik eğitim imkânlarının kısıtlanması ve istihdamın sağlanamaması sonucunda toplumsal cinsiyet eşitsizliğinin artması ve bu durumun Afganistan'ın ekonomisine etkisi oluşturmaktadır. Ekonomik etki, büyümenin bir göstergesi olan Gayri Safi Yurt İçi Hâsıla oranı üzerinden açıklanmıştır. Ek olarak, çalışma kişi başına düşen Gayri Safi Yurt İçi Hâsıla ve enflasyon oranlarıyla desteklenmiştir. Özellikle 2021 yılında yönetimi ele geçiren Taliban, kadınlara yönelik sosyal, ekonomik ve siyasi yönden birçok karar almış ve toplumsal cinsiyet eşitsizliği artmıştır. Günümüzde toplumsal cinsiyet eşitsizliğinin fazla olduğu ülkelerden biri olan Afganistan'da, yıllar boyunca süren savaşlar, mücadeleler kalkınmayı etkilemiş, iş gücü bakımından önemli potansiyeli ola kadınlar geri planda kalmıştır. Bu durum kendisini ekonomik anlamda göstermiş ve istenilen büyüme gerçekleşememiştir.

    Friendship, Leadership and Hegemonic Masculinity: an Interpersonal Relationship Between Turkey and Russia

    Since the Russian intervention in the Syrian crisis and Turkey’s subsequent downing of a Russian jet within the Syrian border in 2015, Russia has become a decisive actor influencing the course of Turkish foreign policy in a way reminding of the troublesome times of the eighteenth-century Ottoman Empire. The increasing influence of Moscow in the decision-making priorities of Ankara has resulted in Turkey’s purchase of S-400, the Russian missile system, which is incompatible with and rival to the NATO infrastructure. President Erdoğan, together with his regional and global counterparts, seeks leadership through friendship in his foreign-policy vision under the AKP rule and emphasizes his interpersonal relations with the world leaders while resolving the conflicts that Turkey involves in. In that respect, the Turkish-Russian relations revolve around the bilateral meetings between Erdoğan and Putin and the S-400 crisis seems to be handling on the friendship level. Against this background, however, one could argue that the recent Turkish-Russian relations unfold along a domination-subordination axis, which is linked to the larger debate on the hegemonic masculinity rather than friendship. This chapter seeks to assess the Turkish-Russian relations with a particular emphasis on the S-400 crisis, from the perspectives of friendship, leadership and hegemonic masculinity. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2022.

    “Başkanlık için Wonder Woman!”: 2016 Amerikan Başkanlık Seçimleri, Hillary Clinton ve Feminist Gelecek

    Bu çalışma, Amerikan siyasetindeki kadın başkan tartışmalarını, ilk ideal kadın başkan prototipi olaraksunulan çizgi roman kahramanı Wonder Woman’ın ortaya çıkış hikayesi ile feminizm tarihinin kesiştiğinoktalar ekseninde, özellikle ikinci dalga feminist hareket bağlamında ele almaktır. Bunu yaparkenWonder Woman’ın süper gücü olan hakikat ile feminist siyaset arasındaki ilişkiyi, ikinci dalgasürecinde patriyarkal siyasetin hakikatle verdiği en kötü sınavlardan biri olan Watergate Skandalı’nı dadahil ederek inceleyecektir. Wonder Woman’ın bir çizgi roman kahramanı olarak elde ettiği kurgusaladaylığa gerçek hayatta 2016 seçimlerinde ilk defa Hillary Clinton erişmiştir. Bu nedenle, önceliklehakikate karşı tutumuna referansla, Clinton’ın avukatlıktan başkanlık adaylığına uzanan kariyerifeminist siyaset bağlamında ele alınacak, başkanlık kampanyasının başarısız olma sebepleri feministgelecek için siyasal dersler çıkarmak amacıyla tartışılacaktır.
