Türkiye'de gıda taşımacılığı sektörünü etkileyen kriterlerin analiz edilmesi ve önem derecelerinin belirlenmesi

Abstract

Bu çalışmanın temel amacı, Gıda taşımacılığında yaşanan sorunları araştırarak bu sorunlara çözüm aramak ve ATP konvansiyonun gelişim süreçleri ile geçişin tamamlanmaması sonucu sektöre olan artı eksi yansıması incelemek. Bu sorunların ele alınmasının nedeni; gıda taşımacılığı sorunlarının nedenlerini bulmak, taşımacılık sonucu kaynaklanan gıda kayıplarını araştırmak, yurtiçi ve ATP Konvansiyona uyum sağlamış yurtdışı taşımacılık yapan firmaların rekabet düzeylerini ölçmek, ATP Konvansiyonun geçişinin tamamlanması ile gıda güvenliğine katkısını incelemek amaçlanmıştır. Çalışmada, sorunları ve gelişimi incelerken Ankara Kahraman Kazan Lojistik Üssü'nde ki gıda taşımacılığı yapan yerel ve uluslararası firmalar incelenmiştir. İnceleme sonucunda, sektörün genel durumu ve yaşanan sorunlar kriterler ile belirlenmiştir. Bu kriterler sonucu sektörün gelişimi ve sorunların çözümü için tavsiyeler alınmıştır. Çalışmada, Avrupa'da ki gıda taşımacılığı incelenerek Türkiye'de ki taşımacılık ile farkları ortaya koyulmuştur. 41 ülke tarafından kabul edilen ve yürürlüğe giren ATP Konvansiyonu'nun incelemesi yapılarak Türkiye'de uygulanmasının sektör ve nihai tükeci açısından ne kadar önemli olduğu kanaatine varılmıştır. Çalışmanın analizinde; ÇKKV yöntemlerinden AHP yöntemine başvurulmuştur. Literatür araştırması sonucu belirlenen kriterler, sektörün önde gelen firma yetkilileri ile yapılan yüz yüze görüşmeler ve anket uygulaması ile incelenmiştir. The main objective of this study is to investigate the problems experienced in food carriage sector, to search solutions for these problems, and to examine the positive and negative effects of the ATP agreement's development process and the failure to complete the transition process on the sector. By addressing these problems, it was aimed to find out the causes of the problems in food carriage sector, to investigate the food losses resulting from transportation, to measure the competition levels of domestic companies and companies those adapted ATP agreement and function internationally, and to examine the contribution of the ATP agreement to the completion of the transition and to food safety. While studying the problems and developments, domestic and international companies in Ankara Kahraman Kazan Logistics Base have been investigated. As a result of the examination, the general situation of the industry and the problems experienced are determined within the framework of the criteria. With these criteria, recommendations for the development of the sector and the solution of the problems have been collected. In the study, the differences between food carriage sectors in Turkey and Europe were demonstrated by examining the said sector in Europe. By reviewing the ATP Agreement adopted by and entered into force in 41 countries, it has been concluded that the implementation of the Agreement in Turkey is important for the sector and the final consumer. In the study; the Analytical Hierarchy Process (AHP) method, which is one of the Multi Criteria Decision Making (MCA) methods, has been applied. The criteria that was determined on the basis of a literature review were evaluated with face-to-face interviews and surveys conducted with the representatives of the leading firms in the sector. The data obtained from the analyzes are ranked according to their significance level by using the AHP method. Keywords: Food Carriage, Frigorific Transport, Food Logistics, ATP Agreement
