Book Part Kent Sosyolojisine Giriş (Introduction to Urban Sociology)(2017) Kahraman, Zerrin EzgiBook Part Citation - Scopus: 3A New Framework for a Resilience-Based Disaster Risk Management(Springer International Publishing, 2021) Galderisi, A.; Altay-Kaya, D.This chapter aims at providing hints to improve existing frameworks for disaster risk management based on a review of the main documents framing disaster management within the last two and a half decades and with reference to the potential contribution of resilience thinking. The evolution path of disaster risk management shows that, although some progresses have been made, there are still numerous gaps to be filled. On the opposite, focusing on the increasing convergence of resilience and disaster studies, it emerges that a resilience-based approach could still provide significant theoretical and operational inputs towards an improved disaster risk management. In particular, this chapter emphasizes the potential contribution of resilience thinking in developing a new framework for guiding disaster risk management capable of (1) taking into consideration the rapidly changing risk landscapes due to the interplay between climate change and the consequent increase of hazardous events, urbanization patterns and the complex interrelationships among them; (2) shifting from sectoral approaches to disaster risk reduction (DRR) towards integrated approaches and cross-sectoral strategies and tools; (3) embracing transformational perspectives to significantly reduce disaster losses and achieve sustainability goals; (4) improving learning capacity through the setting up of continual learning processes; (5) emphasizing the role of spatial and land use planning for DRR; and (6) developing more innovative governance models based on collaboration, shared responsibility and active engagement of the stakeholders. © Springer Nature Switzerland AG 2021.Article Citation - WoS: 5Citation - Scopus: 8Empowering the Community Through Participation and Action in Historic Neighbourhood Conservation Planning(Keai Publishing Ltd, 2022) Ataov, Anli; Kahraman, Z. Ezgi Haliloglu; Osmay, SevinThis paper presents an attempt to initiate community empowerment within the participatory neighbourhood upgrading context of the S,engul Hammam Neighbourhood (I_stiklal). We adopted the Participatory Action Research methodology, which aims to generate knowledge meaningful for the community towards upgrading and revitalizing the neighbourhood. Respectively, a series of workshops, focus groups, and community activities were implemented in parallel processes with different neighbourhood groups. In order to change the situation in the neighbourhood, the inquiry began by mobilizing neighbourhood stakeholders and planning the future with primary school children. Later, this gained the active support of parents, women, the municipality, local leaders, and civil associations, and led them to take collective action over garbage collection, cleaning up the neighbourhood and building a playground-park. The mayor at the time of the research showed interest in I_stiklal but did not or could not give any financial or political support to upgrade the physical setting as a whole. The lack of support from the municipality in that regard and the neighbourhood being left to its own destiny caused a gradual dilapidation and loss of historic and cultural values. One of the concerns raised after the earthquakes of February 2023 is the possible serious impacts of earthquakes on Syrian refugees. Within this framework, this study aimed to examine the location choice processes of Syrian refugees in reference to earthquake hazards and risks. To do this, it evaluated the location choice decisions of Syrians at the city, settle-ment area and housing scales together with their social char-acteristics. The researcher's own studies on location choice, everyday life, residential satisfaction, integration and quality of life of Syrian refugees, and related research in the literature, as well as statistical data obtained from the website of the Presidency of Migration Management, were synthesized to reach hints about earthquake hazards and risks at different scales and dimensions. The findings of the study indicated that the majority of the Syrian population is dispersed in earthquake -prone cities, which increases earthquake risks for both the Syrian population and these cities. On the other hand, the lack of housing and settlement policies for Syrian refugees scattered throughout Turkish cities has forced them to take responsibility for meeting their own housing needs. This has led Syrian refugees having limited financial resources to resettle in poor/underdeveloped and/or illegal settlement areas of cities where they live in low-quality, neglected, unhealthy, and structurally problematic houses having disaster risks. Moreover, Syrians' large family size, vulnerable groups including women, children and elders, and our inadequate knowledge on Syrian refugees due to their unauthorized movements within and between cities and their unregistered groups have increased their risk of being adversely affected by earthquakes.Article Mekânsal Planlamada Deprem Riski ve İklim Krizini Birlikte Ele Almak(2021) Peker, Ender; Orhan, EzgiDoğal ve insan eliyle üretilen tehditler karşısında kentlerin korunmasızlığı giderek artmaktadır. Bulundukları coğrafyaya göre kentlerimiz deprem, çığ, heyelan gibi doğal tehlikelerin yanı sıra iklim krizinin tetiklediği aşırı yağış, kentsel taşkınlar, sıcak hava dalgaları ve uzun kuraklıklara maruz kalmaktadır. Departing from the significance of the topic for the Turkish case, this paper focuses on the risk perception and responsiveness of the lodging industry. In doing so, an empirical study was carried out in Ankara city. Data from 75 hotels were gathered via a questionnaire designed to identify their locational attributes and operationalized by multiple logistic regression analysis. In practice, there were some challenges and problems during that period in regional planning. However, models that explicitly incorporate spatial and temporal dependencies face challenges in data availability, methodology and computation. In this research, parcel-level dynamics are investigated using the geocoded Auditor's tax database for Delaware County, Ohio, including 73,560 parcels over the period 1990-2012. A binary spatio-temporal autologistic model (STARM), incorporating space and time and their interactions, is used to investigate parcel-level dynamics. The results show that the model is able capture the impacts of contemporaneous and historical neighborhood conditions around parcels, as well as the effects of other variables such as distances to various facilities and infrastructures, agricultural and residential land-use shares within a half mile radius circle, and population density and growth expectation at the census tract level. Here, we portray the refugee problem as a multiscalar one, where international, national and local authorities meet the challenge in different ways. The multiscalar lens allows us to detect how various problem areas (security, sheltering, etc.) have become intertwined and concentrated on urban areas after refugee influx. In that regard, first we depict the role of "urban planning" in "governance of (refugee) mobility" in neoliberal era. Secondly, we briefly touch upon the historical association between the mobility patterns and urbanization in Turkey since 1923 to detect how public authorities (at different scales of governing) reacted to these mobilities. This historical analysis helps us locate the Syrian refugee problem into its proper context as an urban planning problem (not simply as an IR or security problem). Lastly, we discuss Syrian Refugee Crisis' challenges on urban areas and planning practices in Turkey by referring to its international, national and local governance. To this end, the study examines the de-terminants of location choices of hotels and their spatial distribution in Ankara. A sample of 75 hotels operating in Ankara was selected through criterion sampling method and applied a questionnaire to identify their location determinants. Findings suggest that hotels with differentiated characteristics show variations in making their location choice, which leads to a shift in gravity of the city and promotes spatial segregation among the central districts of the city. The overall assessment provides evidence on the increasing importance of the new devel-opment districts in hotel locations and the decreasing role of old town in the market competition which ne-cessitates the development of local policies targeting the improvement of central district with the lens of hotel geography. Verification of the hypothesis by the case study will fill the gap in literature that has not yet been addressed in Turkey's cities context in the framework of the planning discipline.Book Part Citation - WoS: 3Citation - Scopus: 2Integrating the Resilience Perspective Into the Turkish Planning System: Issues and Challenges(Springer international Publishing Ag, 2019) Kaya, Deniz AltayWithin the last decade, resilience has become both a major planning framework and a development goal for cities and regions facing a plethora of problems in different fields and at different scales. This chapter aims to identify the challenges that await governments when they integrate a resilience thinking framework into their planning systems. The chapter first provides a short explanation on the significance of resilience planning and then outlines a structural model for incorporating the social, economic, political, and institutional requirements in resilience thinking in city and regional planning. Next, the chapter provides a short analysis of the Turkish planning system to reveal its inherent problems and the issues that are likely to be most challenging in a shift towards resilience planning. Finally, based on the provided analyses, the chapter provides a critical discussion on the challenges in operationalizing resilience planning in the Turkish context. Therefore, the paper examines the location choices of businesses in a disaster-stricken case from Turkey through an empirical research conducted after the 1999 Earthquake. In doing so, data were gathered from 232 firms in Adapazari city via a questionnaire to inquire about their location choices before and after the disaster and the reasons behind their strategy. Findings suggest that recovery goals at community level cannot be achieved without referring to the spatial decisions of businesses in hazard-prone areas. It discusses the fundamental topics and contemporary issues in the field. The book is organized in two parts and it includes 14 chapters. Chapter 1 is designed as an introduction defining the framework of urbanisation in Turkey, and the evolution of urban planning providing a background for the remaining chapters. In Part I, contemporary issues of urban and regional planning in Turkey are covered (i.e., new route taken by regional planning, the role of the planner in the process of shaping the urban form of Turkish cities, the specific features of Turkish city centres, large-scale public investments and their effects on urban areas, urban growth of Turkish cities from an urban morphological viewpoint, and problems and recent planning discussions related to the conservation of archaeological heritage). The challenges faced by urban and regional planning in Turkey are discussed in Part II (i.e., major challenges in residential transformation, excess housing production and the future of housing markets, challenges posed by increasing (global) immigration and refugees, challenges due to integration of a resilience thinking framework into the planning systems, development and planning activities of settlements in hazard prone areas, and the current state of climate policy and governance). In the concluding chapter an overall assessment of the contemporary issues and challenges for urban and regional planning in Turkey is made with special emphasis on the last 15 years of the country. Discussions on the case of Turkey could be useful examples both for developed and developing countries.
