Article A System Design for Facilitating Human Resource Decisions in Small and Medium Sized Enterprises in Turkey(2015) Şengül, S. Çağrı; Sakarya, A. Orçun; Kaya, H. Volkan; Kahraman, Z. Ezgi; 19342; 50343Currently, to keep the competitive edge, firms focus on the improvement of the decision making and use different management information systems to leverage the process. In this study, it has been designed an information system which aims to support the management of human resources in the small and medium sized enterprises in Turkey. To do this, a group of human resource key point indicators have been determined for a system design which includes Mysql- and Java-based Hibernate Criteria Api, search algorithm, relational database, JSF(java server faces) Framework and Primefaces structures as methodology. It has been demonstrated by sample user interface snapshots and analysis of the system benefits that the system would serve decision makers in a number of areas including training, performance, efficiency, workforce and working time supported by its user friendly characteristics such as; real time analysis, decision making opportunities and flexibility of accessibility it offers to small and medium sized enterprises.Article Assessment of Turkey’s Innovation Performance during the European Union Candidacy Period(2021) Sakarya, Arif Orçun; 19342Turkey is one of the countries that has taken part in innovation assessments by the European Union since the start of the candidateship period. The main goal of this study is to present an overview of Turkey’s long term innovation performance in comparison with the European Union. Within this framework an evaluation is conducted based on the indicators of European Innovation Scoreboard reports between 2003 and 2019. There includes a discussion of related strengths, weaknesses, and policies in progress as areas for improvement in Turkey. The main areas of strength, however, are related to SME capabilities, although further improvement is required regarding patent application and human resources.Article Bilgi sarmalı çerçevesinde süreçlerin karşılıklı etkileşimi üzerine bir araştırma(2021) Sakarya, Arif Orçun; 19342Günümüzde bilgi yönetimi işletmelerin rekabet güçlerinin artırılması yönünde odaklanılan konulardan biridir. Özellikle dinamik çevre ile etkileşim sırasında bilginin şekillenmesi noktasında, bilginin dönüşümü ve kullanılma amacı da işletme performansına etki edebilecek olgular olarak ortaya çıkmaktadır. Buna bağlı olarak, çalışmanın amacı, mikro ölçekli işletmelerde sarmal bazlı bilgi yönetimi ve yaratılması için uygun şartların oluşup oluşmadığının ölçülmesidir. İlgili literatür ve bilgi yönetimine farklı yaklaşımların incelenmesini takiben, çalışmanın araştırma bölümünde ise bir üniversitenin kuluçka merkezi bünyesinde bulunan ve bilgi yoğun ürün veya hizmet üreten mikro ölçekli işletmelerin ile yapılan görüşmelerin sonuçları tartışılmıştır. Buna göre, işletmenin dahilinde bilginin yaratılması için gerekli şartları büyük ölçüde sağladıkları sonucuna ulaşılmıştır. Bu bağlamda özellikle ortak karar alma mekanizması, proje bazlı çalışma, inovasyon, birden fazla işte yetkinleşme ve bilgiye erişim olgularının ön plana çıktığı görülmüştür. Bunlara ek olarak da özellikle bilginin dönüştürülmesi çerçevesinde piyasa odaklı yaklaşımların da şirketlerin gündeminde olduğu gözlemlenmiştir.Publication Collaboration İn Bologna Process: The Experience Of Department Of Interior Architecture İn Cankaya University(Elsevier Science BV, 2011) Sakarya, A. This study analyzes the curriculum development efforts in a participatory point of view and the findings of the first stage by providing insights for the next step of the process. As a result of the consensus among professors and questionnaire, program qualifications have been identified and listed. Assessment of questionnaires conducted to students and graduates revised these qualifications. These new qualifications specifically involve the subject-specific ones related with the fundamentals of design processes, history and technical topics of interior architecture; design and construction issues. Orçun; 19342In a firm, innovation mainly targets to preserve competitive advantage via commercialization. The objective of this study is to examine the extent of website innovation statements of Turkish firms listed in the top one thousand exporter firms’ ranking of the Turkish Exporters Assembly. To do this, website contents that are closely related to the notion of innovation are examined. Content analysis methodology is used to group websites which contain innovation related statements. The groups consist of values, vision, mission, research and development activities, and topics related to innovative activities. At the end of the study, it was deduced that businesses are gradually increasing in their innovation awareness as a message to stakeholders, especially in the context of their research and development activities.Article Examination of Innovation Sources and Cooperation Alternatives for Turkish Firms(2014) Sakarya, Arif Orçun; 19342Within organizations, the management of innovation can require the consideration of different patterns of financial issues, human resource skills and cooperation activities with outside stakeholders. The main goal of this study is to identify potential innovation alternatives in order to reach the target of increasing the number of innovative firms in Turkey. To do this, different innovation criteria were examined by evaluating the results of the 2010 Community Innovation Survey Results of Turkish Firms as an indicator. The Analytic Hierarchy Process method was applied to investigate these priorities. Following the introduction and an outline of the rationale behind criteria selection, the analysis section focuses upon two levels of criteria. The first level includes the knowledge sources of innovation, cooperation among the stakeholders, required skills and capabilities, funding sources and lastly monetary allocations. A number of different knowledge sources and factors related to the firm’s networking capabilities were reinvestigated at the second “sub-criteria” level. It was deduced that to reach the goal of improving innovative capability in general terms, firms might concentrate on non-technical innovation activities as the first priority, and then; product and process innovation activities. Additional research guidelines and future strategy measures are also provided in the study.Article Geçmişten Günümüze Gıda Yardımları ve Ülkelerin İzledikleri Yardım Politikaları(2005) Sakarya, Arif Orçun; 19342Çalışma beş bölümden oluşmaktadır. İlkbölümde, ülkelerin ve uluslararası kuruluşlarıngeçmişten günümüze izlemiş olduğu gıda yardımıpolitikaları ve yapmış oldukları gıda yardımlarıincelenmiştir. Bu ülkelerde başlatılan gıdayardımı programlarının kapsamı, günümüzekadar farklılıklar göstermiştir. İkinci bölümde,gıda yardımlarının amaçları ve günümüzde gıdaaçığı durumunu etkileyen nedenlere değinilmiştir.Gıda yardım ları, insancıl amaçlar, çıkaramaçları ve ülkelerin karşılaştıkları savaş, doğalafetler gibi olağanüstü durumlarda verilmiştir.Bunun yanında, yardım faaliyetlerinin etkinliğinin sağlanması ve yardım akışının düzenlenmesi için uluslararası kurumlar oluşturulmuş,anlaşmalar yapılmıştır. Bu kuruluşların rolü iseüçüncü kısımda incelenmiştir. Dördüncübölümde, ülke bazında izlenen yardım politikaları sorgulanmıştır. Bu politikaların genelamacı, yardımı alan ülkede kalkınmayı sağlamasıve üretkenliği artırmasıdır. Çalışmanın sonbölümünde Türkiye'nin gıda güvencesi politikasıüzerinde durulm uş ve gıda güvencesiningüçlendirilmesine yönelik olası çözüm önerilerinde bulunulmuştur. Bunun yanında,Türkiye'nin almış ve vermiş olduğu gıda yardımları çalışmaya yansıtılmıştır.Article How Do Enterprises Communicate Their Innovation Strategies? An Assessment and Comparison of Turkish Firms’ Website Statements(2016) Sakarya, Arif Orçun; 19342Innovation strategy practices primarily aim to sustain competitive advantage and growth via new business models and added value. The goal of this study is to discover the extent of innovation statements communicated to stakeholders by Turkish firms listed in the second top 500 industrial enterprises ranking of Istanbul Chamber of Industry as of 2013 and 2014. To do this, topics closely related to innovation are examined via a comparative analysis of related website contents. The study includes four main parts. The first and second parts review the literature and theoretical background. The third part introduces the methodological framework of the paper including the profile of the firms under consideration and analytical procedures. Content analysis is used to group web-based information related to innovation and other notions. Groups include mission, vision and values, research and development ability, and innovation related topics which statement densities are discussed in the context of motivation for value creation. It has been deduced that the gradual increase in firms’ innovation awareness is also communicated to stakeholders especially in research and the context of development activities’. The goal of the study is to determine the inputs, which affect new product development among Turkish SMEs in different cities with a “resource-based view” approach. Following the introduction and theoretical foundations of the resource-based view theory; spatial effects are observed by a clustering analysis. Then, a regression analysis is conducted for identifying the input variables. It has been concluded that new product development is affected by SMEs’ marketing efforts as well as SWOT analysis capability in the emerging regions of Turkey.Article Student participation in Bologna Process: a case study from Turkey(FAC Teacher Education, 2012) Kahraman, Z. Ezgi; Sakarya, A. Orçun; 50343; 19342Bologna Process studies in Çankaya University’s Interior Architecture Department (INAR), Turkey have been initiated in 2008. The goal of this study is to explore students’ perceptions about the new programme outcomes framed with the Turkish Higher Education Qualifications Framework and to provide a set of guidelines for the Bologna Process to be implemented. A questionnaire including semi-structured questions is conducted in the data collection process. Content analysis method is used in order to examine students’ perceptual outcomes. The findings of the study display that students’ perceptions underline the importance of the acquisition of knowledge, skills and competences in social, economic and managerial dimensions of the professional life. Results also reveal the need of students for the acquisition and use of communicative, collaborative and interdisciplinary aspects of the profession and their expectations on both theoretical and practical contents of INAR courses. Furthermore, this study which mainly followed a student-cantered approach concluded that it is also possible to generalize new programme outcomes through the active participation of students.Article Variables affecting innovation-related competitiveness in Turkey(Springer, 2009) Sakarya, Orçun; 19342Innovation's relation with competitiveness can be considered as a part of its emerging importance for the global economy. Accordingly, the main goal of this quantitative study is to foresee the main "macro" variables affecting Turkey's innovation-related competitive performance in the long run by considering innovation concept, both in the global and European Union basis. Following the introductory part and literature review, the relationship between innovation and competitiveness has been emphasized in Section 5.3. In Section 5.4, European Union Innovation Scoreboard has been mentioned. In Section 5.5 and the final section of the chapter, innovation concept has been discussed as an extension to Summary of Innovation Index and factors affecting innovation-related competitiveness in Turkey have been examined. First, a brief exploratory factor analysis has been conducted to identify the relevance of selected variables. Then, for investigating factors affecting medium and long-run innovation-related competitiveness in the country, a VAR model has been utilized. Granger's causality test has also been used to detect the cause-effect relationships between variables. As a result, it has been deduced that basic variables affecting innovation-related competitiveness are the number of patent applications and per capita R&D expenses. Moreover, it is also concluded that the Gross Domestic Product may also be relatively important in the long run.
