Article Don’t Give Up! Don’t Give In!” Gender in International Relations and “Curious” Feminist Questions(2019) Akça Ataç, Cemile; Köprülü, Nur; 17826In her recent book published after the election of Donald Trump as the US President in 2016, Cynthia Enloe argues that the patriarchy, similar to our smart phones, has updated itself as a reaction against the achievements of the second and third wave feminisms. The updated patriarchy has this time renewed itself through the beliefs and values about the ways the world works (2017). The competing foreign policies representing the hypermasculine hegemonic masculinity of the current world politics and its authoritarian leaders are the outputs of this new updated version of patriarchy. Enloe doubts that having gained sustainability with its updates, the patriarchy could be fought against simply with street demonstrations, as it was before. The patriarchy could be forced to retreat only by incessantly asking “curious” feminist questions that would expose all masculine patterns of life (2017). Continuously asking questions without giving up or giving in would make the patriarchy transparent and vulnerable. In the face of curious, non-stop questions from a gender perspective and the conscious use of the terms supporting gender equality, the patriarchy, albeit updated and sustained, does not stand a chance.Article Empire of Languages: Eu's Multilingualism Policy and the Turkish Language(Routledge Journals, Taylor & Francis LTD, 2012) Akça Ataç, Cemile; 17826Book Part Friendship, Leadership and Hegemonic Masculinity: An Interpersonal Relationship Between Turkey and Russia(2022) Akça Ataç, Cemile; 17826Since the Russian intervention in the Syrian crisis and Turkey’s subsequent downing of a Russian jet within the Syrian border in 2015, Russia has become a decisive actor influencing the course of Turkish foreign policy in a way reminding of the troublesome times of the eighteenth-century Ottoman Empire. The increasing influence of Moscow in the decision-making priorities of Ankara has resulted in Turkey’s purchase of S-400, the Russian missile system, which is incompatible with and rival to the NATO infrastructure. President Erdoğan, together with his regional and global counterparts, seeks leadership through friendship in his foreign-policy vision under the AKP rule and emphasizes his interpersonal relations with the world leaders while resolving the conflicts that Turkey involves in. In that respect, the Turkish-Russian relations revolve around the bilateral meetings between Erdoğan and Putin and the S-400 crisis seems to be handling on the friendship level. Against this background, however, one could argue that the recent Turkish-Russian relations unfold along a domination-subordination axis, which is linked to the larger debate on the hegemonic masculinity rather than friendship. This chapter seeks to assess the Turkish-Russian relations with a particular emphasis on the S-400 crisis, from the perspectives of friendship, leadership and hegemonic masculinity.Article Gerçeğin Peşindeki Kadınlar: Wonder Woman, Margaret Sanger ve Planned Parenthoodun Geleceği(2015) Akça Ataç, Cemile; 17826Amerika Birleşik Devletlerinin Obamacare olarak da bilinen evrensel sağlık sigortası girişimleri, Cumhuriyetçi eğilimler gösteren sermaye sahiplerinin çalışanlarına sundukları sağlık sigortalarında kendi politik tutum ve dini inançlarını yansıtacak kısıtlamalara gitmesi gibi tepkisel uygulamaların ortaya çıkması ile eşzamanlı bir gelişme göstermiştir. Araştırmalar, neoliberal politikalar çerçevesinde sağlık sigortasının kapsamı ile ilgili kısıtlamaların en çok kadın çalışanları etkilediğine işaret etmektedir. Haziran 2014te Hobby Lobby şirketinin Amerikan Yüksek Mahkemesinde görülen temyiz davasının sonunda çıkan sermaye sahibinin dini inançları doğrultusunda kadın çalışanlarına sunduğu sağlık sigortası paketinden doğum kontrolünü çıkarabilmesi yönündeki karar, bu olgunun en güncel göstergelerinden biri olmuştur. Bu çalışma, ünlü kadın hakları savunucusu Margaret Sangerin kurucuları arasında bulunduğu tarihi Planned Parenthood hareketinin Amerikan Yüksek Mahkemesinin Hobby Lobby kararının emsal oluşturmasını engellemek için başlattığı eylem planını ve bu kararın kadın çalışanlar için nasıl sonuçlar doğurabileceğini incelemektedir. Bunu yaparken Harvard Üniversitesinden Jill Leporeun ünlü çizgi roman kahramanı Wonder Womana Margaret Sangerin ilham kaynağı olduğunu öne süren araştırmasına referansla, Amerikan kadın hareketinin Wonder Womanın ilk defa basıldığı 1940lardan bugüne yasa yapımını ne ölçüde etkilenmiş olduğu tartışmalarına da değinecektir. Ayrıca, yine Leporeun kitabına referansla, kadınların hakikatın peşinde koşma güdüsü ile doğum kontrolü özelinde kadın hakları hareketinin tesadüfi mitolojik, tarihsel ve yasal kesişme noktalarına değinilecektir.Article Karanlık Zamanlarda Arendt Okumak: Avrupa Birliği, Göç Sorunu Ve Geri İtmeler(2022) Baştan, Şebnem Açelya; Akça Ataç, Cemile; 17826Hannah Arendt, siyasal alanda sıkışmış ve kendini çağının acı veren hakikatlerini anlamaya adamış bireye yıllar ötesinden seslenmeye devam ediyor. Arendt’in tanımladığı karanlık zamanların tarihte sanıldığı kadar ender ve olağanüstü anlar olmadığını bilmek ve kamusal alan karardığında bunu fark etmek, insanlığın bütüncül ve iyi bir hayat yaşamasının ön koşuludur. Arap Ayaklanmalarından beri süregiden ve küresel bir boyut kazanan göç ve sığınmacı krizi, böyle anlardan biri olarak karşımıza çıkmaktadır. Bu çalışmada özellikle son 10 yılda katlanarak büyüyen Suriye kaynaklı göç krizinin, Arendt’in karanlık zamanlar ve devletsizleşme kavramları üzerinden açıklanması amaçlanmaktadır. Bunu yaparken devletsizleşmenin insan kapasitesi üzerinde yarattığı olumsuz ve yoksun bırakıcı etkinin nasıl Arendt’in karanlık zamanlar tanımının kapsamına girdiği tartışılacaktır. Ayrıca Avrupa Birliği’nin (AB) göç politikası uygulamalarında, başta geri itmeler olmak üzere, kendi değer ve normlarına ters düşen tutumları Arendtçi siyaset felsefesi açısından incelenirken üzerindeki Arendt etkisi bilinen ve göç meselesi hakkında da yazmış olan sosyolog ve filozof Zygmunt Bauman’ın görüşleri de bu çerçevede ele alınacaktır.Article Pax Ottomanica No More! The "Peace" Discourse in Turkish Foreign Policy in the Post-Davutoglu Era and the Prolonged Syrian Crisis(Wiley, 2019) Akça Ataç, Cemile; 17826Turkey's eight years between 2008 and 2016 has been dominated by Ahmet Davutoglu's vision of foreign policy, which was derived from his multi-edition book Strategic Depth (2000). In order to be able to present itself in its larger periphery as a pro-active, trustworthy actor, Davutoglu argued, Turkey needed to change the foreign-policy paradigms with which it was stranded. As the Strategic Depth vision unfolded, it drew explicit parallels between modern Turkey and the Ottoman neighborhood policy. Turkey-Syria relations since 2008 had been providing the seekers of neo-Ottomanist tendencies in the contemporary Turkish foreign policy with abundant examples, because Syria, once an Ottoman territory and always a challenge to modern Turkey, came to be the first poster country in the shift towards Turkey's imperial awakening. In the post-Davutoglu era, however, the rhetoric and practices of the past eight years seemed suddenly to disappear from the use of the Turkish agents of foreign policy; the new code of terms and actions to replace the Strategic Depth version is yet to be decided. This study seeks to pin down the neo-imperialist character of Turkey's foreign-policy discourse of the aforementioned eight years and contribute to discussions of the Turkish aspiration of neo-Ottomanism with focus on the Syrian crisis through the Justice and Development Party's re-invented peace discourse. In doing so, it aims to find out and elaborate on the current tendencies of Turkish foreign policy, which are no longer as explicit and articulated as they were during Davutoglu's ministry and prime ministry. As Turkey's cross-border operation to Syria - the Euphrates Shield - ends and another one in Idlib begins, a discursive analysis stretching from Davutoglu's diplomatic "zero problems" with Damascus to the military use of ground troops and air force is timely. Such an endeavor would be essential in understanding the spectacular swing from one edge to the other in Turkey's inclination over a phantasmagorical empire.Article Roman Historiography of Eighteenth-Century Britain Beyond Gibbon: Ancient Norms of Empire For Moderns(Brill, 2013) Akça Ataç, Cemile; 17826Article Truth, Truth-telling and Gender in Politics: The "Hillary" Experience(European Assoc Amer Studies, 2019) Akça Ataç, Cemile; 17826Among the highest goals to be achieved by political feminism, a female US president has held an elusive but prominent place. Hillary Clinton's 2016 presidential campaign, which coincided with Wonder Woman's new post as the United Nations ambassador, has been the closest moment for this goal to be achieved. Clinton's inattention to truth-telling, the email interrogation pursued by the FBI against her and her failure to win the election, however, have in part resulted in the passing of that moment. This study, on this account, probes Hillary Clinton's candidacy for president in terms of women's historical relation with truth-telling and feminist standpoint. It argues that if Clinton had been more committed to the truth-telling principles and practices, her presidential campaign would have been a substantial contribution to historical and political feminism.
