    In today?s world, project management has gained importance depending on the project production. Public institutions expect to receive the best service by optimizing the use of their limited resources. Thus, they should carry out a careful assessment about the selection of the firm to provide the service. They also should be able to decide the criteria according to which the priorities will be determined for the alternative firms to provide the relevant service. In this study, determination of the criteria needed to be taken into consideration for evaluating of firms' proposals and determination of firm selection under the light of determined criteria in the software tenders made by public institutions were made with the help of Multi-Criteria Decision Making Methods.The aim of this study is to find a hybrid solution by using AHP technique to determine criteria weights in the firm selection from alternatives regarding firm selection criteria for software tenders of public institutions and by using TOPSIS technique to range these as well as to present Fuzzy TOPSIS method applied to reach a group decision in fuzzy environment where decisions are taken in atmosphere of uncertainty. First of all, the importance weights of decision criteria were determined with senior executives of the public institution, and then five firm alternatives were evaluated with the help of Multi-Criteria Decision Making Methods regarding determined decision criteria. Thus, it is seen that common decisions for firm selection can be taken by using scientific and feasible methods that supply advantages in many aspects in software tenders of public institutions.

    The comparison of information security standards by using analytic hierarchy process

    Günümüzde bilgi güvenliği büyük bir önem kazanmıştır. Bilgi güveliği ve bilgi güvenliği standartları konuları yaygın araştırma konuları arasında yerlerini almıştır. Bu tezin amacı, Analitik Hiyerarşi Metodunu kullanarak en iyi bilgi güvenliği standardını seçmektir. Araştırmada yer alan problem, çok ölçütlü karar verme yöntemine göre şekillendirilmiştir. Çok ölçütlü karar verme karmaşık problemlerin olduğu durumlarda kullanılan bir metottur. Yapılan çalışmada, öncelikli olarak, bilgi güvenliği standartları kullanım yaygınlıklarına göre seçilmiş olup, seçilmiş olan standartlar fikir vermesi açısından detaylı bir şekilde anlatılmıştır. Daha sonra, standartlarda yer alan ortak kriterler belirlenmiştir. Son olarak, alternatifler Expert Choice Programı yardımı ile değerlendirilmiştir. Çalışmanın sonucunda, seçilen kriterlere göre COBIT her ne kadar ISO 27001 ve ITIL'a göre üstünlüğe sahip olsa da, ISO 27000 serisinin COBIT ve ITIL ile karşılaştırıldığında bu kez ISO 27000 serisinin üstünlük kazandığı görülmüştür. Standartların hiçbiri tek başına kullanıldığında bilgi güvenliğinde yüzde yüz başarı temin etmemektedir. Bu sebeple, bilgi güvenliği etkinliğini arttırmak amacıyla söz konusu standartları birleştiren bir yol haritası hazırlanmıştır.
