Based on this stance, critical success factors (CSFs) of public-private partnership projects and the selection of appropriate PPP models are critical issues that need to be analyzed. A multidisciplinary review of the literature on the critical success factors of public-private partnerships projects reveals the lack of a comprehensive decision-making model for selecting an appropriate PPP model. This paper presents a conceptual framework for a decision-making model to select the best PPP model considering CSFs for developing countries. The model is expected to be used for infrastructure projects, mostly for airports. The decision-making model is structured on the Analytic Hierarchy Process and sensitivity analysis. The decisionmaking model is expected to be adopted as a tool and contribute to decision makers for selecting the best fit PPP model for airports in order to enhance projects successfully.
