    The benefits and potential implementation problems of GIS in the water distribution services of municipalities case study: The Kirkuk Water Directorate

    Kerkük Su Müdüriyesi'nde muhtemel bir coğrafi bilgi sistemlerinin (CBS) kurulması, giriş seviyesinde incelendi. Literatürdeki seçme kaynaklar incelendi ve Kerkük'ten daha küçük, daha büyük ve Kerkük'le aynı büyüklükte belediyelerin, su dağıtım bölümlerinde başarılı CBS kurulumları öğrenildi. Bu sistemler, su şebekelerinin varlıklarının yönetiminde, ağı gerçek zamanlı izlemede ve hidrolik modellemelerde kullanılmaktadır. İşlenen çalışmalar, su dağıtım ağının yönetimi dışında, sızdırma, patlama ve bozuk pompa gibi sıkıntılardan kaynaklanan sorunlu parçaların tesbiti hakkında başarı raporları vermiştir. Bu araştırma, Kerkük Su Müdüriyesi'nin, CBS için, kağıt tabanlı kayıtların sayısal ortama aktarılmasındaki olası sorunları ortaya çıkartmayı hedeflemiştir. Literatür taraması başarılı uygulamaları raporlasa da bunlardan Kerkük Su Müdüriyesi'nin olası sorunları ancak dolaylı yoldan ortaya çıkartılmıştır. Araştırmacı, CBS yazılımı ve veri hazırlanması deneyimi için bir CBS kursuna katılmıştır. Aynı zamanda, Ankara'nın su dağıtım bölümünde, CBS iyileştirilmesinde etkin görev almış deneyimli personelden bilgi alınmıştır. Bu sayede, olası sorunlar belirlenmiştir. Kerkük Su Müdüriyesi tarafından paylaşılan paftalar üzerinde yapılan incelemeler göstermiştir ki temel bir CBS kursu alan bir veri çalışanı, olası sorunları çözebilir. Literatür ve incelemelerin sonuçları gösteriyor ki şebeke varlıklarının mekansal ve mekansal olmayan özniteliklerinin veritabanlarının olusturulması, üretken bir CBS için olması gereken bir başlangıçtır. Veri kalitesini yükseltmeden, bir hidrolik model yapılması neredeyse olanaksız, aynı şekilde, gerçek zamanlı izleme sistemlerini kurmak da oldukça zordur. Bir başka bulgu da belirtmiştir ki kurumsal, örneğin iş kurallarında gibi, değişikliklerin yer alması olasıdır çünkü, CBS çalışanlarının yerinde gözlem için sık sık arazi çalışması gerekecektir. Bu çalışmanın, Kerkük Belediyesi'ne, CBS kurulması için kaynak yönetiminde faydalı olması umulmaktadır çünkü bu konu altında mali fizibilite çalışmaları başlatılması beklenmektedir.

    An application of a GIS-based campus information system: Kirkuk University as an example

    In today's world, developing information technology (IT) plays an important role in our lives. One of the advantages of developing technology is obtaining, creating, saving, collecting, analyzing and using data and information formed by data easily in the computer environment. Like all areas in our lives, in academic life too, information technologies should be used effectively in order to benefit from them. Computer-supported studies are providing an academic environment will enable information to be used effectively. An information system that is map-based and contains an academic structure is easy to use. It supports the people and the associations that are at the stage of decision-making. Geographic information systems (GIS) are one of the most active technologies available for a spatial data management or handling system. An easy way to have access to an area is to digitally represent it in a computer environment. The GIS started with the purpose of creating digital maps, and it quickly became a valuable tool in the decision-making process for various areas. GIS is a system that uses spatial (geographically referenced) data and non-spatial database of descriptive information (attributes) and includes operations that support spatial analysis. Therefore, GIS and the programs supporting the system can be seen as advantageous while creating a map-based campus information system (CIS). In this study, a map-based CIS was designed after preparing a digital map of the campus area in desired formats containing spatial and non-spatial data, integrating different types of data that include: images, text, video, and graphics in a 3D (three-dimensional) model of the University's structure shown by appropriate programs in a computer environment. The system is known as a Geographical Information System-Based CIS and users who are going to use this system should be identified. In this study, the map-based CIS users are academic and administrative personnel in the University's structure, present students, and visitors that are seeking information about the University. After considering all users and identifying their needs, the system was designed. Kirkuk University campus was chosen for the application of the study. A sample model of a campus information system was designed for this area. The programs that were used while designing the CIS were MapInfo version 12.0 together with C#.NET, which was utilized to develop the GIS application-based CIS for Kirkuk University. In conclusion, users will integrate more easily into the Kirkuk University environment by using this application in text, images, a 3D model drawing of the campus (using the Google SketchUp program version 2013) and videos (using the Lumion program version 3.0). The multimedia database demonstrated in this study that GIS is a very important tool in the management of university facilities. This study is highly significant for Iraq and many other third world countries where the management of university facilities is conducted manually and is therefore slow and inaccurate. Advanced countries of the world where GIS is yet to be adopted as a powerful tool for the management of university facilities will find this study highly relevant.

    Management of spatial data of residential areas in Kirkuk via GIS technology

    Due to the importance of Kirkuk which is located between longitudes (44° 26' 27 "E - 44° 17'10 "E), and latitudes (35° 30' 34 "N - 35° 20 '5 "N), has reached the researcher to choose representation cartographer for the selection of the best residential areas. This study was characterized by the use of systems software geographic information of the program (Arc GIS .v.10.0) and remote sensing techniques of virtual satellite patched (Quick Bird) and captured by the US satellite, with accuracy discriminatory (0.60 cm) for the year 2008 and the use of a huge database of the city and all uses of the land where the base. This study serve to increase the wheel ideal urban development and urban planning on the grounds of residential areas and the center of gravity is the foundation of a city by creating substantial network infrastructure and distribution services by global and regional standards that are spread around the scale. The researcher test all areas of the city land in residential areas to reach the best and most suitable areas such as education, health, commercial, recreational and religious spaces. On the other hand, has compared the security reality of Iraq in general and the study area, in particular, by testing the police stations sites that cause a threat to residential areas for its existence within the scope of these areas depending on the user criterion which in turn results bodily harm as a physical in case of any terrorist act at these centers. In addition, the researcher to build an internal transportation network is ideal represented by the shortest path base and less time to publish this network to all parties and the revival of the city housing, education, health and industrial areas to the comprehensive coverage of the city and the distribution of bus stations in a perfect way a distance of (500 m) between each bus station.

    Finding the most suitable irrigation dams for hydropower development by using gis tools

    This thesis aims to find the most suitable irrigation dams for hydropower development in Turkey to provide clean energy from an available resource by assessing on technical, spatial, and environmental criteria. The selected dams are arranged based on their suitability scores into three categories (high, medium and low) using a multi-criteria fuzzy logic tool that calculates the score separately for each criterion and then aggregates them into an overall suitability score. Six criteria are assessed: normal water level, reservoir storage capacity, dam purpose, years in operation, nearest substation distance and environment impact assessment requirement. The criterion of nearest substation distance was used to ensure that the benefits of potential power are consistent with the cost of grid connection. A methodology for finding best grid connection path is presented based on a multi-criteria geographic information system (GIS) spatial analyst to achieve the least cost, lowest power losses and lowest environmental impact. Two dams are chosen as case studies, Karadere and Karaçomak. For these dams, technical and spatial criteria are evaluated and the potential power and economic benefits are estimated. A least cost path methodology is applied to find the best grid connection path for each of those dams to their nearest substations.

    An investigation of electronic government transition case study in health: Hospitals in Erbil

    Electronic government initiatives and public participation to them are among the indicators of today's development criteria of the countries. After consequent two wars, Iraq's current position in, for example, UN's e-government ranking is quite concerning and did not improve in recent years, either. In the preparation of this work, we are motivated with the fact that handling geographic data of the public facilities and resources are needed in most of the e-government projects; such examples are reported to the literature. Geographical information systems (GIS) provide most common tools not only to manage spatial data but also to integrate such type of data with nonspatial attributes of the features. With this background, this thesis proposes that establishing a working GIS in the health sector of Iraq would improve e-government applications. As the case study, investigating hospital locations in Erbil is chosen. The results show that setting up a GIS in Erbil does not require extreme technical knowledge; however, a strong limitation that obtaining clean and up-to-date data is an important concern. Although it is possible to establish a GIS in this sector, the starting point should not be acquiring hardware and software but to collect clean data from the field and to ensure that the data gets updated timely.     A potential implementation of geographic information systems (GIS) in Kirkuk Water Directorate is evaluated at a preliminary level. Selected literature has been surveyed and it is perceived that there are municipalities of smaller, bigger and same sizes which have successfully setup GIS in their water distribution departments for asset management, real time monitoring and hydraulic modeling in there services . Such works report success stories in managing their network as well as pinpointing malfunctioning segments due to problems such as leak, blowout or broken pumps. This research targeted to reveal potential problems that Kirkuk Water Directorate can face while transforming paper based records into digital environment for a prospective GIS. While the literature survey has provided reports of successful applications, any potential problem that Kirkuk Water Directorate can face could be only inferred from them. Hence, to experience GIS software and data preparation, a GIS course has been followed by the researcher. The researcher has also contacted key informants who have actively worked in Ankara?s water distribution department during the rehabilitation of its GIS. By this way, potential problems could be identified. Investigations have been done over sample files of map sheets shared by the Kirkuk Water Directorate and it is seen that potential problems can be solved by a data operator who has attended a basic GIS course. Both the literature and investigation results show that preparing spatial and non-spatial databases of assets is the start of a productive GIS. Before increasing data quality, building a hydraulic model is almost impossible and setting up a real time monitoring system is quite difficult. It is also found that organizational changes such as in business rules could be necessary as frequent field trips will be needed with the GIS staff to check assets in use. It is expected that this research will be beneficial for the municipality of Kirkuk to manage resources in implementing GIS for it is anticipated to start financial feasibility works under this topic

    Decision making via the analysis of school locations in Kirkuk province using gis technology

    GIS technology is increasing in importance and now affects many aspects of daily life. In recent decades, GIS technology has entered many service fields, in particular health and education, two of the most popular services in any community. GIS technology is often employed to both regulate these services and to make better decisions. Furthermore, in order to construct a new and modern city in any country, GIS technology is typically used to achieve homogeneity of service distribution for the benefit for all citizens across society. The present thesis thus examines the challenges currently facing the city of Kirkuk in terms of service distribution, especially regarding education services. The results show that schools in the study area suffer from poor distribution, putting pressure on the service providers and adversely affecting the standard of education. Recommendations based on this research include the need to develop a plan aimed at the development of education services which is in line with both planning and exceptional standards. Work should be undertaken to establish new school sites in order to meet the shortfall currently experienced in the study area, taking into account urban development and future population growth. Finally, this thesis identifies those schools which are either directly or indirectly at risk due to their proximity to institutions targeted by terrorist operations.

    Using dijkstra algorithm in calculating alternative shortest paths for public transportation with transfers and walking

    In this study, the possibility of using the Dijkstra algorithm in calculate shortest paths and using GIS to connect transport lines for increasing efficiency in the accessibility to shortest paths was studied. The results are presented as spatial maps. Basically, the research question this thesis addresses is: “Can Iraqi authorities use graph theory and shortest path algorithm to build a system to develop a public transit system including exchanging lines and walking, based on the experiences of transport systems in Turkey?"As a research methodology, Ankara’s mass transportation has been examined as considerable similarities are found between Ankara and Baghdad in terms of population in number and in density. Hence, an introduction is given on both cities. Additionally, information technologies to investigate and promote public transport systems in the literature are visited. As gathering spatial data has required considerable time and resources, sample datasets of Ankara’s mass transport system are used to run demonstrative applications to highlight potential problems in the technical side. The surveyed literature also includes graph theory, transportation network, shortest path problems and GIS usage in the public transportation. The used MapInfo Professional and MapBasic software tools are available on the market. Specific application programs are developed in MapBasic to ease analyses and implementation in MapInfo. Additionally, programs are coded in C++ to apply Dijkstra algorithm to feed data to GIS software. Limitations are also reported to open further research avenues including other algorithms for path optimization. The results show that Dijkstra algorithm can be successfully applied to reform and design mass transportation systems. An unfortunate finding underlined that it is too early to jump to application design as the primary problem is to collect reliable and up to date spatial data of Baghdad.

    Using interactive social network to reveal the road situation

    This study introduces a method to extract useful information from social network activities in order to help the people who live in big cities to avoid traffic problems. In this study we developed an interactive social network to reveal the road situation in real-time via a mobile application. The system based on built-in Global Positioning System (GPS) on mobile and the Geographic Information System (GIS). We conducted a survey to investigate and evaluate the application in users' daily road activities combined in its social network frame. This study has shown that mobility of the social network can be used to reveal the road situation with 82% as general evaluation according to the conducted survey.
