    Violation of Public Policy as a Ground for Annulment of an Arbitral Award Within the Context of Arbitration Proceedings Conducted Pursuant to the Code of Civil Procedure

    The subject of this study is the violation of public policy, which constitutes one of the most significant grounds for setting aside an arbitral award within the framework of arbitration proceedings conducted under the provisions of the Turkish Code of Civil Procedure. In this context, it is first demonstrated that it is difficult to provide a precise definition of public policy due to its variable nature depending on time and place. Classifications proposed in relation to this concept are addressed, and by taking into account scholarly opinions and especially judicial practice, it is determined that a violation of public policy, as a ground for setting aside, refers to contradictions with the body of institutions and rules that protect the fundamental structure and core interests of Turkish society at a given point in time. Subsequently, individual cases considered as violations of public policy-particularly in light of court decisions-are examined, and specific issues often associated with such violations are analyzed and critiqued. Finally, the study emphasizes that the determination of a violation of public policy lies within the discretion of the court, depending on the particular circumstances and features of the case. It is also noted that, even if not explicitly raised in the statement of claim for annulment, the court may consider this issue ex officio, and the related review-albeit to a limited extent-permits substantive scrutiny of the arbitral award.

    Dengesiz Epilepsi Veri Seti İçin Sınıflandırmada Farklı SMOTE Yöntemlerinin Etkileri

    In this study, the effects of different SMOTE methods on machine learning algorithms for the imbalanced epilepsy dataset were investigated. After filtering, the imbalanced dataset was balanced with 5 different SMOTE methods and classified with various machine learning algorithms. Coarse-K-Nearest Neighbor, Bagged Trees, and Artificial Neural Networks models were evaluated in epilepsy detection. The performance of these different models was compared with Matthews Correlation Coefficient (MCC) and F1 Score metrics. The results showed that the Borderline-SMOTE algorithm had the highest F1 Score and MCC values among all machine learning algorithms. © 2025 Elsevier B.V., All rights reserved.

    AviBERT: Transformer Tabanlı Hava Aracı Metni Sınıflandırma

    In recent years, transformer-based models pre-trained on extensive corpora have played a critical role in the advancement of Natural Language Processing methodologies. Particularly, methods based on BERT have demonstrated remarkable performance across various tasks by offering robust capabilities in deeply understanding texts semantically. However, despite these advancements, there is a notable scarcity of studies applying these technologies in the aviation sector. This paper develops a multi-class classification model for aviation-specific texts using variants of BERT. The study encompasses the processes of collecting web content related to aircraft, labeling and model training. The details of the dataset are explained and the outcomes of the study are assessed based on the macro F1-score and accuracy of different models. © 2025 Elsevier B.V., All rights reserved.

    A Document on the Vision of Cultural Heritage Conservation and Education in the Early Republican Period: Memorandum on How to Utilize the Antiquities and Historical Artifacts in Classes

    Public consciousness for the conservation of the cultural heritage had been one of the most significant problems of Turkey hitherto. The founders of the republic, the intellectuals and the statesmen, who knew that the ignorance is the major cause of this problem, proposed the use of the cultural heritage of all types in the history lessons as the course material. This practice took place in the curriculum of the schools for the first time in 1926. In order to define its method better, a guidebook with the title "The Memorandum on the Usage of Antiquities and Historical Artifacts in the Courses", is published in 1935,addressing the teachers. This guidebook, which was strangely named as "memorandum", focuses on the idea of creating heritage conservation awareness in the public by making school age teenagers understand and embrace their cultural heritage. In this context, being completely different from the present-day authoritarian attitudes, the memorandum should be accepted as a significant document, which define a conservation attitude socializing heritage conservation by public education. This document also contains the evidences, which are related to the changes in terminology for defining cultural heritage in T & uuml;rkiye, with respect to the changing attitudes and ways of understanding. Although it is not known how it had emerged, it is very probable that the memorandum was a part of the series of developments relating cultural heritage conservation in T & uuml;rkiye, during the 1930's. The memorandum text was consisting of twenty-four articles. The teachers were being instructed on how they are going to use the cultural heritage of all kinds in the courses, how they are going to make the cultural heritage meaningful for the students and make them enjoy the cultural heritage. It is noteworthy that the text contains application proposals like homework on the cultural heritage examples and establishment of school museums. Although the memorandum is an outdated document, the topics in it have timeless special importance. Therefore, the memorandum can be accepted as the expression of a cultural heritage attitude beyond its age. In this study, it is aimed to carry out extensive research on the memorandum. The memorandum is analyzed with respect to the heritage conservation related developments of its period and its importance is discussed in terms of its relation to present day conservation attitudes. In addition to being valuable as a document describing the conservation approaches of the early Republican Period, it has been revealed that the memorandum is up-to-date in terms of its content and an expression of the willing approach to conservation of its period. This study is prepared by using written and live sources.

    Integrating the Seljuk Cultural Layer Into Contemporary Life: The Case of Niğde Historic City Center

    Günümüz tarihî kent merkezleri, yer altı ve yer üstündeki tarihî izleriyle, kültürel zenginlikleri ve özgün kimlikle8 rinin yanı sıra, “yerin ruhu”nu yansıtan kentsel hafıza alanlarıdır. Çok katmanlı bu tarihî kent merkezleri, kültür varlıklarının fiziksel ve işlevsel eskimesi, sosyo8kültürel ve ekonomik doku bozulmaları, koruma problemleri vb. sorunlarla giderek çöküntü yerleri hâline gelmektedir. Bu sorunları barındıran Niğde kentinde yapılmış koruma uygulamalarında, kentin yer altında ve yer üstünde bulunan katmanlarının dikkate alınmamış olması çalışmada problem olarak belirlenmiştir. Kentli tarafından tepe olarak algılanan çalışma alanı uzun zamandır çöküntü alanı niteliğindedir. Çalışmanın amacı, Niğde Tarihî Kent Merkezi’nin Selçuklu Dönemi’ne ait tarihî katmanını analiz etmek, haritalan8 dırmak ve bu katmanı çağdaş koruma uygulamalarına entegre etmeye yönelik öneriler geliştirmektir. Araştırma verileri, kentin tarihî gelişiminde en belirleyici dönemin Selçuklu Dönemi olduğunu göstermektedir. Bu sebeple çalışma kapsamında bu katman odak alınmıştır. Ayrıca, diğer tarihî katmanların da korunarak günlük yaşama kazandırılmasına katkı sağlamak, bu çalışmanın bir diğer hedefidir. Bu bağlamda, Selçuklu Dönemi’ne ait yer üstü ve yer altı değerlerinin sürdürülebilir korunmasına yönelik öneriler geliştirilmiştir.

    Contextual, Formal and Correlational Examination of Article Titles Published in International Indexed Journals in the Field of Educational Sciences

    Bir makalenin yayımlanması ve atıf alması açısından doğru başlık yazımı önemli bir değişkendir. Bu bağlamda bu araştırmada eğitim bilimleri alanında yayımlanan uluslararası indeksli makalelerin başlıkları içerik ve biçim açısından incelenmiştir. Doküman analizi, Web of Science veri tabanında yer alan 800 makale ve başlığın araştırmacılar tarafından literatüre dayalı olarak belirlenen kriterlere göre incelenmesiyle gerçekleştirilmiştir. İçerik-başlık uyumu konusunda elde edilen verilere SPSS 27.0 programından faydalanılarak istatistiksel analizler yapılmıştır. Bulgular, makalelerin cümle yapılarının yayımlandıkları dergilerin menşei ülkelerine göre farklılaştığını göstermiştir. Ayrıca, etki faktörü yüksek olan dergilerin başlıklarının metodolojik eğilimlerini daha net verdiği tespit edilmiştir. Etki faktörünün, potansiyel başlık standartlarına ulaşma ve kelime sayısı ile doğrusal ve orta düzeyde ilişkili olduğu bulunmuştur. Dergilerin Q değerlerine göre yapılan analizde, potansiyel içerik standartlarının Q1 dergilerin lehine anlamlı bir şekilde farklılaştığı görülmüştür. Dergiler için yapılan fark analizine göre başlık potansiyel standartları açısından dört dergi arasında istatistiksel olarak anlamlı farklılık bulunmuştur. Ortalamalara göre Review of Educational Research (Q1), Eğitim ve Bilim (Q4), Educational Researcher (Q1) ve Pedagogy (Q4) şeklinde bir sıralama ortaya çıkmıştır. Elde edilen sonuçlar kapsamında araştırmacılara bilimsel çalışmalar için başlık oluşturmada yol gösterecek bazı önerilerde bulunulmuştur.

    The Dead-End of Public Art in Turkey: The Excess of "themed City Sculptures"-City Symbols

    In recent years, public art in Turkey has been transformed into a branding tool and reduced to mere decoration to promote cities. Large-scale models of products and values associated with the region are strategically placed at intersections on main roads. Decisions regarding these "themed city sculptures"-city symbols-appear to be solely at the discretion of politicians, with their mechanical production monopolized by a few commercial enterprises. While these city symbols are proudly showcased, they face criticism from artists, architects, and urban planners for their aesthetic shortcomings, and are often ridiculed on social media. The problematic nature of presenting city symbols as public art arises from their isolated location on vehicle roads, hindering interaction with their surroundings and viewers. Despite evoking Pop Art sculptures, with their unusually sized figurative depictions of everyday objects, these symbols, lacking an intellectual and artistic creation process, pose challenges in being accepted as works of art. On the other hand, labelling city symbols as kitsch and the subsequent lack of serious consideration have impeded addressing the root causes of the problem. A comprehensive analysis can only achieve a viable resolution to this deadlock in Turkish public art. Consequently, this article evaluates city symbols within the context of public art, Pop Art and kitsch, aiming to answer the question: What prevents city symbols from being regarded as works of art?

    Enhancing Trip Suggestions With Deep Learning Based Recommender System

    The importance of recommender systems has increased recently. It's due to the complexity of the data. It is becoming increasingly difficult to make recommendations that users might like. This is especially true in trip recommender systems, where recommending the next city is a challenging task. Deep learning has been shown to improve recommendation accuracy and handle complex data in various studies. This study presents new architectures, data, and hyperparameter tuning techniques for a deep learning-based trip recommender system. The study analyzes the algorithm and dataset of the NVIDIA Team's winning solution in the WSDM WebTour 2021 Challenge and proposes enhancements to it.

    A Novel Steganography Method for Halftone Images

    Steganography is the common name of methods that aim secret communication. In this conference proceeding, a novel steganography algorithm that hides plaintext payload in halftone images and a payload extraction algorithm that is suitable for messages hidden using this steganography method is presented. Our steganography algorithm uses a modified pattern-based halftone image generation procedure and distributes the payload into multiple output images. The proposed method has proven to be secure and able to hide large payloads. According to the objective and subjective evaluations made, it was seen that the proposed method produces promising results.

    Controller Design for Cacc With Time-Varying Communication Delays

    Cooperative Adaptive Cruise Control (CACC) aims at the safe and comfortable travel of vehicles at short distances in the form of platoons. Hereby, it is generally desired to attenuate disturbances along vehicles in a platoon, which is captured by different string stability conditions. In this paper, we focus on L-infinity string stability. This condition ensures reducing the magnitude of the acceleration signal along the platoon, which helps to avoid actuator saturation and increases driving comfort. Since the performance of CACC is adversely affected by time-varying communication and actuator delays, we develop the first controller design method for L-infinity-string stability, combining the Lyapunov-Krasovskii method and our custom bisection algorithm. Simulation experiments demonstrate the effectiveness of our method.
