dc.description.abstract The UN can never be anything but a mirror of the world as it is. It merely assembles together the multiplicity of individual national states with all their imperfections. If the states are bellicose, the UN will be full of bellicosity. If the world is a world of cold war, the UN will be a system of cold war (as in its first fifteen years) If the world is beset with nationalism, so too must the UN be. If there are conflicts and disagreements among continents, races or ideologies, these will manifest in the UN as well. It is no use blaming the UN, therefore, for deficiencies, which are those of the world it reflects. The UN is as good or as bad as the states, which compose it.1that each nation develop its peculiar genius to the fullest extent, and in order to be able to do this, let each nation become a member of a World-State under the guidance of a Central Court of Justice.
