Abstract
Türk vatandaşlığı, yetkili makam kararıyla ya da seçme hakkının kullanılması yoluyla kaybedilmektedir. Yetkili makam kararıyla vatandaşlığın kaybı yollarından biri olan Türk vatandaşlığından çıkma, 5901 Sayılı Türk Vatandaşlığı Kanununun 25-28. maddeleri arasında detaylı bir şekilde düzenlenmektedir. Konunun içeriğini doğumla Türk vatandaşı olup çıkma izni alarak vatandaşlığını kaybeden kişiler (mavi kart sahipleri) ve üçüncü dereceye kadar olan alt soyları oluşturmaktadır. Mavi kart statüsü, yaşam standartlarını yükseltme isteği, çalışma, evlilik gibi çeşitli sebeplerle yurt dışında kendine yeni bir hayat kurarak yaşayan Türk vatandaşlarını korumak ve yabancı statüsüne tabi tutmamak için getirilmiş bir sistemdir. Mavi kart sahip kişiler, Kanunda sayılan istisnalar haricinde Türkiye'de ikamet etme, eğitim, çalışma, sosyal güvenlik, miras gibi haklara sahip olmaktadırlar. Turkish citizenship can be lost through a decision by the competent authorities or by exercising the right of choice. One of the methods of loss through a decision by the competent authorities is renunciation of Turkish citizenship, which is comprehensively regulated under Articles 25-28 of the Turkish Citizenship Law No. 5901 This context specifically addresses individuals who were born a Turkish citizens and subsequently renounced their citizenship through official permission (Blue Card holders) and their descendants up to the third degree. The Blue Card system was introduced to protect Turkish citizens who establish new lives abroad for reasons such as improving their living standards, employment, or marriage, and to prevent them from being subject to foreign national status.
